The dirtiest flat in Penang

Community living requires a certain level of cooperation and a sense of responsibility among residents. Without it, a lot can go wrong.

That is exactly what is happening at two blocks of flats in Teluk Indah (pix), Prai in Penang.

For years, the ground floor served as a huge rubbish dump, earning it the unenviable tag as the “dirtiest flats” in the country.

A video of the trash went viral recently, prompting authorities to launch a quick clean-up effort.

The lifts, which have not been working for years, have also been repaired but other problems remain, such as unpaid utility bills that have exceeded RM2 million.

As always, the first reaction of most bystanders is to point the finger at foreigners, particularly migrant workers. However in this case, 70% of the residents are Malaysians.

National Housebuyers Association secretary-general Datuk Chang Kim Loong attributes the problem to two factors, the lack of civic consciousness among residents and the ineffectiveness of the joint management body (JMB).

“The onus is on the residents living in the building to play their role, to keep the place in a condition that is conducive for occupancy,” Chang told theSun. “In this case, ignorance is not an excuse.

“Members of the JMB are entrusted with the responsibility to upkeep the common area, and in this case, they have obviously failed,” he added.

Chang said the problem could have also been caused by a combination of bad planning, corruption and expediency.

Worse than the of lack of civic consciousness and failure of leadership are allegations of mismanagement of funds, and even involvement of hoodlums in the affairs of the Teluk Indah flats.

P. David Marshel, a member of the Seberang Prai City Council, said there is suspicion of corruption and that gangsters are behind the racket. However, these allegations could not be independently verified by theSun.

Marshel said many campaigns have been organised to get residents to take care of the surroundings, but to no avail.

“Their mentality just won’t change.”

However, R. Veerasamy , 67, who lives at the flats, said residents have no choice but to throw rubbish from their apartments to the ground floor because the lifts were not working.

“The majority of the people here do it anyway,” he added.

Prai assemblyman Dr P. Ramasamy said the biggest problem is the refusal of residents to pay maintenance fees, which is essential to underwrite the utility bills for common facilities and cost of maintenance.

He estimated that he has already paid more than RM1 million in electricity bills for the past 10 years, and residents still owe between RM300,000 and RM1 million in water bills.

“The electricity supply for the lifts and lights in the common area was cut years ago,” added Ramasamy, who is also Penang Deputy Chief Minister II.

Penang South Reclamation project to begin as early as March

The controversial Penang South Reclamation (PSR) project involving the creation of three new islands in the south of Penang island is set to begin as early as March.

Penang deputy chief minister Ahmad Zakiyuddin Abdul Rahman said the project will be executed in phases beginning with the reclamation of island A.

“We will be proceeding at 25 acres a month,” he said. “Phase 1 is estimated to be completed by 2029.”

On the social impact management plan for fisherfolk affected by the project, he said the state government had proposed several suggestions.

He said the ex gratia amount remains at RM20,000, but did not reveal the compensation amount. Firshermen living on the south of the island have protested that the RM20,000 payout was too little.

“Seeing as how the Penang Fishermen’s Association (Pen Mutiara) is not ready to negotiate,” Zakiyuddin said, “the state has no choice but to reach out to fisherfolk for their feedback on these suggestions.”

This was following Pen Mutiara declining to provide feedback unless their appeal against the project’s Environment Impact Assessment approval is considered.

On Jan 22, the state government said reports claiming that fishermen affected by the PSR project will only be compensated with RM20,000 were “inaccurate” and had tarnished the state’s reputation.

This was after Pen Mutiara chief Mahadi Md Rodzi told Bernama that the sum was “too little” compared to the cost of reclaiming three islands as part of a RM46 billion Penang Transport Master Plan.

Zakiyuddin clarified that the RM20,000 was the ex gratia payment and not the compensation payouts, which were still being deliberated.

Jiran Residensi virtual key handover ceremony

The Penang Development Corporation (PDC) conducted a virtual ceremony for the first time on the handover of keys to five house buyers of Jiran Residensi affordable project today.

PDC chief executive officer Datuk Mohd Bazid Abd Kahar presented the keys to the invited five buyers in the symbolic ceremony held at the PDC office in Bayan Baru.

It was witnessed online by Chief Minister Chow Kon Yeow, who is also the PDC chairman, state Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh, Bagan Dalam assemblyman Satees Muniandy and Seberang Perai City Council (MBSP) mayor Datuk Rozali Mahmud among others at their respective workplaces.

Chow commended PDC for holding the event despite being bound strictly by the SOPs during the current movement control order.

“The state government believes that by handing over the keys to the unit owners today, it is evident that the Penang state government is committed to its resolution to provide affordable housing for eligible Penangites.

“I would like to thank PDC for their contributions and hard work in carrying out the state government’s mandate to jointly plan and implement residential projects that are able to maintain a harmonious, safe and secure life for all Penang residents,” Chow said in his speech.

He added that the Jiran Residensi project, which is strategically located in Kampung Jawa, Butterworth, is the third affordable housing scheme successfully built and completed by the state government and PDC.

The earlier two projects were Suria 1 in Bandar Cassia in Batu Kawan and Dua Residensi in Teluk Kumbar which were completed in May 2018 and September 2020 respectively.

With an area of 8.84 acres, construction work on Jiran Residensi project commenced on Nov 17, 2014 and obtained its Certificate of Completion and Compliance (CCC) on Jan 26, 2021.

Chow said the total development cost was RM126 million and was funded through the Affordable Housing Fund established by the state government of RM500 million.

Jiran Residensi project comprises two towers. Tower A is a medium-cost apartment costing between RM250,000 and RM275,000 and has 35 floors with 354 units while Tower B is a low medium-cost apartment costing RM72,500 and has 25 floors with 353 units – making it a total of 707 units.

The project is equipped with facilities, such as five floors of parking, multipurpose hall, surau and kindergarten.

Thus far, PDC has completed 1,921 units of affordable homes. Another 535 units are still under construction and 14,896 units are in the planning stages.

Among the projects are in the development stage are Cecil Residensi project in George Town which is 27.5% under construction and has 348 units and Mak Mandin Residensi project which is at five percent construction stage.

Jagdeep said the event today was historic as it was the first time held online in Penang and probably in Malaysia.

“The state will not compromise on public and health security. We cannot let the Covid-19 pandemic stop us from carrying out our programmes and we overcome that with technology.

“Most important thing is to provide a roof over the heads for those who need it. We want to ensure adequate affordable homes are available even during this pandemic,” Jagdeep said in his speech.

He said the Jiran Residensi housing scheme is part of the state’s vision to provide 220,000 affordable housing units by 2030.

Since 2008, a total of 38,000 units have been completed, 19,000 are in the process of being built and 57,000 approved to be built. This leads to total of 114,000 units.

For those who are unable to purchase low-cost units, Jagdeep said the government has 2,474 units for rent-to-own.

He said the state’s target is to provide 22,000 of rent-to-own units by 2030.
