DoE issues notice for housing project at Sungai Ara to stop quarrying activities

A developer for a housing project near Persiaran Kelicap here and a quarry operator have been issued with a notice to stop all quarrying activities with immediate effect following repeated complaints.

The notice, issued by the state Department of Environment (DoE), also ordered the developer, as the owner of the project, to submit the Environmental Management Plan (EMP) for the housing activity within six months.

State DoE director Sharifah Zakiah Syed Sahab said failure to submit the EMP within the stipulated timeframe would mean that the developer was no longer interested in the project.

“Any future applications will then be subjected to the need for a new Environmental Impact Assessment (EIA).

“No works will be allowed at the site until the EMP is submitted and befitted by the state DoE,” she said yesterday.

The project site was granted approval for the contoured housing project on Aug 18, 1994.

However, the project was delayed several times.

The developer, through the contractor, applied to carry out quarrying activities. Approval was granted on Oct 31, 2013 after taking into consideration the distance from the houses.

The quarrying period took place over three years and ended on Oct 31, 2016.

However, the developer applied for an extension and was granted approval three times — in 2016, 2018 and the latest which ended on Dec 7, last year.

Sharifah Zakiah said a further extension could not be considered since the current buffer zone was insufficient, resulting in scores of complaints from nearby residents on the issue of vibration, noise, dust and flying rocks.

“Our investigation showed that the residents’ complaints were valid. The distance between the quarry to the nearest housing project is about 70m.

“The DoE is also of the view that the developer has been given ample time to plan and execute the housing project,” she added.

She said the site had received numerous warnings and stop work orders for supposedly causing disturbances in the past.

“After the quarrying period expired, we still received complaints from nearby residents that the quarry was still operating, causing nuisance.

“Checks using drones and on-site investigation by my team and I on Feb 14 found that the site still carried out stone-crushing activities and the use of water cannons, which posed a nuisance to nearby residents.

“The developer and quarry operator were summoned by us and advised to abide by our directive to stop quarrying activities but allowed to proceed with the housing activity.

“During the Feb 18 meeting, the developer acknowledged that they would adhere to our directive.

“However, we received further complaints yesterday and checks on site proved that the complaints had merit,” she said.

Sharifah Zakiah said the state DoE is in the process of preparing the investigation papers to haul the developer and contractor to court for offences under Sections 31, 34A and 38 of the Environmental Quality Act 1974.

In its bid to become a leading private healthcare operator, Selgate Corporation Sdn Bhd is teaming up with MTT Properties & Development Sdn Bhd to set up a private specialist hospital in Balik Pulau via its healthcare arm Selgate Healthcare Sdn Bhd.

Selgate Corp group chief executive officer Noor Hisham Mohd Ghouth said the hospital is targeted to be ready by 2025 and would add about 150 beds to its healthcare operations.

“In terms of funding, we have not yet finalise the structure, or whether MTT or Selgate Healthcare will build the hospital, but we will come in as the hospital operator,” he told reporters after signing a memorandum of understanding (MoU) with MTT group chairman Datuk Seri Kenny Ong Kean Lee yesterday.

He said the group aims to operate seven hospitals with approximately 1,000 beds over the next five years and that its first hospital in Rawang is expected to start operations early next year to serve the increased demand for quality healthcare services.

Meanwhile, Ong said MTT Properties & Development has allocated 2.02 hectares for its first healthcare venture at its Botanica CT Garden Township, and that this collaboration would result in establishing Balik Pulau’s first private specialist hospital.

The partnership is a milestone for stakeholders and paves the way for the development of a self-sustaining township, providing quality healthcare beyond the township to Balik Pulau and neighbouring communities.

“It will also serve to enhance our first integrated aged-care facility Eden @ Botanica CT which will be launched later this year,” he said.

Witnessing the event, Penang Chief Minister Chow Kon Yeow said the new hospital adds to the state’s current 18 private hospitals and would solidify Penang’s position as the country’s top healthcare travel destination.

“According to Malaysia’s Healthcare Travel Industry Blueprint 2021-2025, Penang leads the way in healthcare travel revenue, earning RM750 million from 500,000 patients who flew here in 2019. It is named as the ‘most established state in healthcare travel’,” he added.

Penang will soon have a new industrial park in Kepala Batas (north Seberang Perai district) to cater foreign investors’ interests in the state.

Chief Minister Chow Kon Yeow told Japanese Ambassador to Malaysia Katsuhiko Takahashi that the state has looked into industrial land issue after having attracted various foreign investments last year and the preceeding years.

Takahashi was paying a courtesy call on Chow in the latter’s office in Komtar yesterday.

“The Kepala Batas Industrial Park, which is estimated to be ready by the second half of this year to attract investors, is close to Kulim and it takes about a 20-minute drive from the Penang Bridge.

“This is the urgent measure taken to ensure sufficient land for the factories.

“We hope that Penang can remain the destination of choice for many investors, especially from Japan,  through this initiative.

“We will make further announcement when everything is ready,” he said.

They also discussed various topics, including the state’s tourism, Covid-19 situation, Japanese community, and other related matters.

Takahashi expressed his hopes that the annual Bon Odori festival would take place this year.

“It is an annual event, which will attract tourists to the state.

“We hope that it can be held, at least in a small-scale event, amid the pandemic,” he said.

Chow too hoped the festival would materialise this year, although it would be subject to the situation at that time.
