Plans afoot to make George Town a more sustainable and resilient heritage city

The Penang Tourism and Creative Economy (PETACE) has planned to develop George Town World Heritage Site as a resilient heritage city and lift the state’s economy to greater heights in line with the Penang2030 vision.

During the launching of the reports of George Town World Heritage Site Population & Land Use Census 2009-2019 : A City in Transition and Scenario Planning : Possible Futures for Penang’s Economy in 2030, state Tourism and Creative Economy Committee chairman Yeoh Soon Hin was pleased with these two innovative and important publications initiated by Think City and its partners.

On the George Town World Heritage Site Population & Land Use Census 2009-2019 : A City in Transition, Yeoh pointed out that it bookended the history of heritage site from 2008 until prior Covid-19 pandemic.

“The data show a significant investment in new businesses and physical conservation after a decade of heritage listing.

“With this data, we have a robust framework to plan for the future of George Town, which is aligned to Penang2030 vision.

“These data, alongside Think City’s contribution, have influenced the revision of George Town Special Area Plan.

“We will be focusing on reviving tourism and creative sectors that have suffered losses in this pandemic.

“Our 5R approach – Rethink, Reset, Recover, Rebrand and Restart – builds the foundation to accelerate the state’s tourism and other creative sectors.

“The cultural and technology assets are the window of opportunities for the future growth of Penang,” he said in his speech before launching the event at Think City multipurpose hall in UAB building today.

Speaking of the future in relations to the launching of Scenario Planning : Possible Futures for Penang’s Economy in 2030 report, Yeoh said this was developed in response to the global socio-economic shocks and technology changes impacted by pandemic.

“This report identifies the key drivers of change, outlining possible futures and providing recommendations on how Penang can position itself post-pandemic.

“I would like to thank Think City, Penang Institute and Penang Green Council (PGC) for developing this insightful body of work that allows us to imagine the paths that Penang future could be.

“It is important to keep the aim in line with the Penang2030 vision.

“I would like to thank Think City and its partners on the completion of these two reports and I encourage anyone who has interest in the future of Penang to download the reports from Think City’s website,” he said.

Think City senior director Dr Matt Benson hoped these reports would make a positive contribution on the future of Penang, particularly George Town World Heritage Site’s sustainability.

“We look forward to a continued collaboration with the state government and other institutions, including Penang Island City Council (MBPP), Digital Penang, Penang Institute and PGC,” he said.

On the possibility of reopening the international borders next year, Yeoh said the state’s tourism players were all well prepared.

“We also anticipate the number of domestic tourists will increase next month,” he said when asked by reporters on the state’s tourism outlook.

Also present were Chief Minister Incorporated (CMI) deputy general manager S. Bharathi, Penang Green Council (PGC) general manager Josephine Tan, Penang Heritage commissioner Rosli Nor and Digital Penang chief executive officer Tony Yeoh.

A recently proposed affordable housing development by M Summit Premium Sdn. Bhd. in Bayan Lepas. Located along Jalan Permatang Damar Laut, right opposite SMK Bayan Lepas. This development is only about 2km away from Penang International Airport (PIA), less than a 10-minute drive to Free Industrial Zone high-tech manufacturing area. It is expected to have a panoramic view of PIA, Penang 2nd Bridge and Straits of Malacca.

The development comprises a 46-storey residential building, featuring 527 affordable housing units with 12 levels of car parking podium. Facilities and recreation area will be located at the 13th and top floor. There will also be 14 units of shop lots at the ground level of the building.

The project is still pending approval. More details to be available upon official launch.

The upgraded Permatang Rawa Mini Stadium is now open

The Penang Stadium and Open Spaces Corporation (PSDKLPP) is now a custodian for the newly upgraded Permatang Rawa mini stadium in Bukit Mertajam.

The Penang government, in a novation agreement signed today, transferred the rights and liability of the mini stadium to PSDKLPP. The objectives of the PSDKLPP are to develop, manage and maintain stadiums and open spaces in the state.

Chief Minister Chow Kon Yeow, who is also the PSDKLPP Board of Directors chairman, said the journey to upgrade the Permatang Rawa mini stadium was not easy.

“There were many meetings and discussions held since 2016, prior to the realisation of the project.

“The Penang government-appointed AEI International Berhad as the implementing company for the upgrading project in 2018. The work scope includes upgrading a football field, a pavilion, a clubhouse and building five futsal courts.

“The cost of the project was RM3.535 million, and RM2.4 million was borne by the state. The remaining cost was assumed by AEI International Berhad,” he said in his speech in Komtar today.

Chow thanked the relevant parties involved in the completion of the project. It is understood that the project obtained the Certificate of Practical Completion (CPC) on Jan 14 this year, and the Certificate of Completion and Compliance (CCC) on Oct 22, 2021.

He said that the upgrading project was in line with the Penang2030 vision of ‘A Family-Focused green and Smart State that Inspires the Nation’.

The signing ceremony also saw the signing of a second supplementary agreement between the state government and AEI International Berhad, and the signing of lease agreement between PSDKLPP and AEI International Berhad.

Chow said he hoped that the state, PSDKLPP and AEI International Berhad could work towards an inclusive and comprehensive sports development.

“The upgraded facilities can nurture the spirit of sportsmanship among the people,” he said.

AEI International Berhad director Datuk Joseph Kow said that with the signing of the lease agreement, the Permatang Rawa mini stadium is being leased to AEI International Berhad for 15 years.

“We assume the operations, maintenance and the running of the mini stadium,” he said.

Recollecting the past, Kow, a former Penang State Hockey Association president, said the mini stadium was left abandoned for 15 years prior to the upgrade.

“We were then asked by the state to upgrade the mini stadium. As part of our corporate social responsibility (CSR), I decided to enter a joint venture with the state to upgrade the mini stadium.

“We have the first-of-its-kind turf at the mini stadium. The field, believed to be the best yet in Seberang Perai, is a FIFA-approved artificial turf by Limonta Sport from Italy.

“We are happy that the Penang Football Club has used our field as one of the training grounds,” he said.

He added that the mini stadium also has five synthetic futsal courts.

“We have two standard-sized open courts, an indoor FIFA-sized court and two indoor standard-sized courts.

“The facilities are well accepted by the people here.

“This project is more of a CSR from us as we can only gain back our return on investment (ROI) in about eight to nine years.

“This is because we are keeping the price rate affordable for the players,” he said, adding that sports could create a strong bond among the people.

Kow said that players who wish to use the facilities must comply with the standard operating procedures (SOPs) and must be fully vaccinated.

Also present at the signing ceremony were Penang Youth and Sports Committee chairman Soon Lip Chee, Penang State Secretary Datuk Seri Abdul Razak Jaafar, Penang Deputy State Secretary (Development) Datuk Azhar Arshad, Penang Legal Adviser Datuk Norazmi Mohd Narawi and AEI International Berhad administrative executive Kharulnisa Husna.
