BNM: Housing market activity improves heading into 2022

Some improvements in housing market activity are visible heading into 2022, although the number of unsold houses remained high at 180,702 units in the third quarter (Q3) of 2021.

Disruptions caused by the pandemic partly contributed to the slower clearance of unsold housing stock despite ongoing home purchase incentives, said Bank Negara Malaysia (BNM) in its Financial Stability Review (FSR) for Second Half Review 2021.

Nonetheless, the high number of unsold houses continues to reflect pre-existing affordability issues, which have worsened since the onset of the pandemic as consumer incomes were affected.

In this regard, the supply-side adjustments have continued with more housing launches shifting towards lower and mid-price market segments.

The share of property launches priced at RM500,000 and below increased significantly in the third quarter of 2021 (Q3 2021: 88.1 per cent; H1 2021: 67.7 per cent; 2015-2019 average: 65.9 per cent).

This should help to cap a further significant increase in unsold housing stock, said BNM.

Nonetheless, the bulk of new launches remains beyond the affordable price segment, with only 35.6 per cent of new launches since 2015 priced below RM300,000, indicating further room for price and supply adjustments to improve overall housing affordability.

However, broader reforms to improve housing affordability remain critical to contain the debt burden of households and mitigate risks of future financial hardship.

Meanwhile, market activity is expected to improve in the fourth quarter (4Q) of 2021 driven by the resumption of economic activities. Correspondingly, higher loan applications were recorded across all price segments in the second half (H2) of 2021.

The significant increase in loan applications in the final two months of 2021 coincided with the Home Ownership Campaign that ended on Dec 31, 2021.

Improving employment prospects and the low interest rate environment would further support housing demand.

Demand for housing was largely driven by owner-occupiers, with 57.3 per cent (H1 2021: 55.8 per cent) of approved housing loans in the second half of 2021 granted to owner-occupiers.

In the commercial real estate (CRE) sector, BNM said the shift towards flexible working arrangements and the accelerated pace of digitalisation arising from the pandemic will continue to transform how physical spaces are utilised.

These trends could exacerbate existing oversupply concerns in selected CRE segments such as office and retail spaces.

Direct linkages between the CRE sector and financial system are largely contained, thereby substantially mitigating risks to financial stability.

However, further progress in resolving excess supply remains important given the high multiplier effects of the construction sector on the broader economy. Large planned incoming supply of office and retail spaces continues to pose risks.

For Malaysian real estate investment trusts (REITs), which are mostly funded by large institutional investors such as pension funds, this remained a nascent and small market, representing less than 3 per cent of total Bursa Malaysia market capitalisation.

Penang’s ferry terminals upgrade to be completed by August

The project to upgrade the two ferry terminals in Penang will be completed in August and will have airport-like facilities as well as cater to persons with disabilities (PwD).

Penang Port Commission (PPC ) chairman Datuk Tan Teik Cheng said the upgrading works at the Pangkalan Sultan Abdul Halim (PSAH) ferry terminal in Butterworth here, and Pangkalan Raja Tun Uda (PRTU) in George Town near here, were more than 60 per cent complete, which is 1.24 per cent ahead of the original schedule.

“Both ferry terminals, occupying an estimated area of 400 square metres (per terminal), are expected to be fully completed by August. The project is currently progressing ahead of schedule.

“Overall, I am satisfied with the upgrading process where more than 60 per cent has been achieved and we estimate that each terminal will be able to accommodate 300 people at a time and will be operational before National Day,” he told reporters after working visits to both terminals today.

The upgrading project began last year, among others, for easier convenience of the public in using the ferry services in the future. The new ferries will be used to carry pedestrians, motorcycles and bicycles.

Tan said when completed, both terminals will be equipped with modern and complete facilities, including a universal design to meet the needs of PwDs using the ferry services.

However, he was unable to provide details of total allocation or the cost to upgrade the two terminals because it is a Penang Port Sdn Bhd (PPSB) project, adding that those details will be announced later by PPSB.

He said next year, five new ferries, worth RM30 million and allocated by the federal government would be used at the two terminals to facilitate foot as well as motorcycle and bicycle travel to and from the mainland to the island and vice versa.

“Based on forecast, in 2023, there will be a total of 1,643,919 passengers using the ferry services and it will increase to 1,685,430 people by 2028,” he said.

He added that bicycles and motorcycles would record usage of between 680,000 and 711,000 units next year and in 2028, the total handling of the two-wheelers is expected to remain the same.

Desa Mawar neighbourhood park at Air Itam now officially opened

It was a joyful Sunday morning for those living in Air Itam as the Penang government officially announced the opening of the long-awaited Desa Mawar neighbourhood park here.

Measuring 6,855sq ft, the park was upgraded and installed with various attractive facilities for the people to enjoy.

The construction works at the state-owned land commenced in May last year and were completed in eight months.

It cost a total of RM686,470 which was borne by the state government.

Once an open space but now turned into a friendly park, it is well equipped with facilities such as charging ports using the solar system, a walkway for visitors, exercise equipment, a children’s playground and others.

The charging ports were made out of recycled items, courtesy of the Penang Island City Council (MBPP) Landscape Department.

Chief Minister Chow Kon Yeow, who was present to officiate the opening, said while such parks were crucial for the well-being of the community, they complemented the state’s capacity of garnering huge investment figures.

“As this initiative directly falls in line with the Penang2030 vision of ‘A Family-Focused Green and Smart State that Inspires the Nation’, there is a potential of attracting more foreign investors to our state in the future.

“This is evident when our state achieved a record-breaking total approved manufacturing investment of RM76.2 billion in 2021.

“We have greatly contributed to the nation’s economy as a whole, and we will continue to do so because we have the means and capabilities of doing so.

“Meanwhile, it is important to also realise that we will be an ageing society in a few years. So, such parks are crucial for those 60 years and above to keep fit and stay healthy,” Chow said during his speech at the Desa Mawar neighbourhood park opening ceremony in Air Itam today.

He also thanked the MBPP Landscape Department for incorporating solar panel technology in its initiatives to accelerate the low-carbon city agenda in the state.

Meanwhile, MBPP secretary A. Rajendran said a total of 4,977 plants and flowers of various types were planted at the park.

“This project is part of MBPP’s vision of meeting the Sustainable Development Goals (SDGs), which is in line with the Penang2030 vision,” he said.

Air Itam assemblyman Joseph Ng, who was also present, hoped that the community in Air Itam would take good care of the park and not vandalise the area, which he regarded as the blood and sweat of many agencies coming together to materialise the opening today.

Also present during the ceremony were state Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo and Bukit Gelugor MP Ramkarpal Singh.
