Encouraging feedback received for the proposed 2030 Seberang Perai planning blueprint

The draft 2030 Seberang Perai Local Plan (DRTSP2030) has managed to gather a total of 2,559 feedback from the residents on the mainland through the public participation.

Seberang Perai City Council (MBSP) mayor Datuk Rozali Mohamud said the public participation was held for three months starting from April 12 until July 9 this year.

“The public was given the opportunity to make suggestions and submit their objections online in view of the Covid-19 situation.

“After all, the purpose of publicity and public participation is to encourage the community to be equally involved in planning the future development of their area through DRTSP2030.

“And I am glad that MBSP has received a positive and encouraging feedback from various quarters in Seberang Perai for the draft local plan.

“Thus, I would like to thank them for all the valuable feedback,” Rozali told reporters via online at the MBSP headquarters building in Bandar Perda, Bukit Mertajam yesterday.

The proposed blueprint contains a development planning strategy in Seberang Perai until 2030. It includes three main cores, namely competitive, inclusive, and greenery and is also supported by 18 strategies and 52 proposals.

In the proposal, three major development zones (NOD) have been identified to function as catalyst hubs: NOD 1 – Catalyst Hub for the Growth of Greater Butterworth; NOD 2 – Catalyst Hub for the Growth of Kepala Batas-Bertam; and NOD 3 – Catalyst Hub for the Growth of Bandar Cassia-Simpang Ampat.

NOD 1 will oversee the development of Greater Butterworth, and the linking of the Bagan Ajam, Seberang Jaya, Bukit Tengah, Perai, Juru, Permatang Pauh and Butterworth townships as part of the northern region’s transportation hub. The development of a high-tech industrial park is also in the pipeline, as are a logistics hub, a coastal commercial hub and a tourism hub.

NO2 2 will be transformed into the main district administrative centre for North Seberang Perai, with plans to develop the townships of Kepala Batas and Bertam into a commercial centre to house various high-tech industries.

Further south is NOD 3 which will be promoted as a commercial and tourism hub. To encourage economic growth, a second high-tech industrial park and a science park will be established there.

On transportation, seven areas have been identified as Transit-oriented Development (TOD) Zones. Those areas are divided into three development zones. TOD 1 at Butterworth will be the main transportation hub for northern Malaysia, while TOD 2 focuses on the townships of Bukit Mertajam, Nibong Tebal and Bandar Cassia. TOD 3 will in turn concentrate on the smaller townships of Simpang Ampat, Bukit Tengah and Tasek Gelugor.

For easy commute, selected locations along the transportation network will also offer park and ride services, including the train stations at Simpang Ampat, Tasek Gelugor and Nibong Tebal, as well as Permatang Pauh, Macang Bubok and Bertam.

A “20-minute city” concept is also included in the plan, in which the walking distance between each urban public facility such as recreational parks, commercial centres, public transportation facilities, educational institutions and public hospitals are all within 20 minutes’ reach.

Dams and park under PBAPP to reopen tomorrow

The Air Itam Dam, Bukit Dumbar Recreation Park in Jelutong, Teluk Bahang Dam and Mengkuang Dam in Bukit Mertajam, which are all under the supervision of the Penang Water Supply Corporation (PBAPP), will be reopened to visitors for recreational activities beginning tomorrow (July 10).

State Youth and Sports Committee chairman Soon Lip Chee said the public could now look forward to carry out their daily exercises at these dams and park.

“The state executive council had yesterday (July 8) unanimously agreed to the reopening of dams and a park under PBAPP starting tomorrow.

“I believe many people will now have more places to conduct their recreational activities after the state has moved to phase two of the National Recovery Plan (NRP).

“The dams and park will open to the public from 7am to 7pm daily under strict standard operating procedures (SOPs), with physical distancing of between three and five metres, within 10km radius from the residence and banning of inter-district travel.

“Besides that, visitors to Air Itam Dam, Teluk Bahang Dam and Bukit Dumbar Recreation Park in Jelutong is limited to 200 people at any one time while Mengkuang Dam is limited to 350 people at any one time.

“Adherence to SOPs and physical distancing when carrying out recreational activities are important for public health and safety,” he told reporters after inspecting the Air Itam Dam today.

PBAPP chief executive officer Datuk Jaseni Maidinsa, who was present, stressed that the dams and park under PBAPP are not only recreational places for visitors, but they are also security areas.

“I hope that the public can understand this as we need to get clearance from the authorities before allowing the people to visit. I know many people are keen on visiting these areas for their recreational activities because they are spacious,” he said.

On top of that, Jaseni said he was glad that the water levels at the three dams have shown improvement compared to previous readings.

“The water supply for this year is sufficient,” he added.

MBSP continues to monitor strata housing for SOP compliance

Seberang Perai City Council (MBSP) through the Commissioner Of Buildings (COB) will continue to monitor strata housing as usual even though Penang is currently in Phase 2 of the National Recovery Plan (NRP).

In a written statement on 8 July 2021, the Mayor of MBSP, Dato ’Sr. Rozali Mohamad said that his team will monitor the standard operating procedures (SOP) related to the approval letter issued by the Ministry of International Trade and Industry (MITI) as well as the work procedure at the Joint Management Body (JMB) or Management Corporation (MC) office.

“Besides that, the operation also focused on the compliance aspect of physical distancing in the elevator, closure of all common facilities and no social activities were carried out during this phase,” he explained.

In a related development, Rozali also explained that last June 23, the local authority (PBT) had carried out a surprise inspection operation related to SOPs in six strata housing, followed by a similar operation on July 2, 2021.

“The surprise inspection operation carried out previously involved housing schemes in the three districts in Seberang Perai.

“As a result of the inspection, JMB/MC misunderstood the need to register a list of common area maintenance workers by them, under the COVID-19 Intelligent Management System (CIMS).

“Nevertheless, in general, local authorities are satisfied with the SOP compliance practices in all the localities,” he explained.

It is understood that currently there are 1,113 stratified development areas consisting of 82,223 plots in the Seberang Perai area.

Commenting on the matter, Rozali said that the purpose of the inspection operation was carried out by the MBSP Commissioner Of Buildings (COB), among others, as a guide for all JMB and MC to operate in compliance with the SOP outlined by the National Security Council (MKN).
