It is located off Jalan Teluk Kumbar, less than 5 minutes drive from Penang International Airport.  Surrounding communities include Valencia Residence, Emerald Residence, Platinum III, D’zone Condominium, Prestige Heights and a few others.

Work on Cecil Residency progressing smoothly

Construction works at Cecil Residency, a low medium-cost housing project located in the heart of George Town, is currently ongoing and is expected to be completed by early 2024, state Housing, Local Government, Town and Country Planning Committee chairman Jagdeep Singh Deo said.

The project, which is fully funded by the Penang government at a gross development cost of RM55.9 million, is being managed by the Penang Development Corporation (PDC).

“I am here today to conduct this spot check to ensure this particular housing project is progressing smoothly, where the construction works are concerned.

“It is undeniable that the construction industry was badly hit due to the Covid-19 pandemic, but our commitment for the people will always stay intact.

“Projects that suffered major blows, resulting in the stoppage of construction works, will be closely monitored.

“And if works can go on, it must go on, but of course with strict compliance with the standard operating procedures (SOPs).

“I am particularly happy with this project that is progressing well, and as I have always mentioned, the state government prioritises the delivery of affordable homes for the people of Penang.

“It is believed that this project is now 35.91 percent completed,” Jagdeep told a press conference during his visit to the project’s construction site at Pintasan Cecil in George Town today.

cecil-residensi-lmcCovering a total area size of 2.059 acres, the project will be made up of a single block of building, with 24 floors and 348 units (700sq ft for each unit), as well as nine units allocated for shops.

Separately, Jagdeep has requested the Housing and Local Government Ministry, specifically its minister, Datuk Seri Reezal Merican Naina Merican, to provide updates on the ministry’s proposal to build two People’s Housing Projects (PPR) in Penang.

“It was five months ago when the minister was here and told us that two PPR projects, one on the island and mainland each, would be proposed under the 12th Malaysia Plan (12MP) to be built in Penang.

“We hope to get some updates from the minister, and it is hoped that his ministry will materialise their proposal.

“We have actually identified five locations in Penang, but he only mentioned two locations. Making an announcement is one thing, but delivering is even more important.”

Among those present during the site visit at the Cecil Residency project were Pengkalan Kota assemblyman Daniel Gooi and Penang Housing Board general manager Ainul Fadhilah Samsudi.

Aspen terminates agreement to purchase land in Paya Terubong with Geo Valley

Aspen Park Hills (APH), the indirect subsidiary of Aspen (Group) Holdings, has terminated its conditional share and purchase agreement with Geo Valley to purchase land in Paya Terubong.

This was due to non-fulfillment of the conditions precedent, Aspen said in a bourse filing on last Wednesday (Dec 29).

In 2019, the companies entered into an agreement to acquire freehold land in Paya Terubong, Penang for RM165 million. Geo Valley was also investing 25% equity in Aspen Park Hills.

Under the rescission and settlement agreement, Geo Valley will refund to APH a deposit and further payment amounting to 24.4 million ringgit. Geo Valley’s nominees will also transfer its 25% equity in APH to Aspen Vision Homes, which is Aspen’s indirect subsidiary and the holding company of APH.

Aspen does not expect the termination to have any material adverse impact on the company and group’s consolidated net tangible assets per share and earnings per share for the financial year ending Jun 30, 2022.

In 2019, Aspen said it was intending to develop a mixed-use development comprising residential towers, service apartments, retail lots and a community centre in the area. The project was to be the company’s first joint venture with property developer Oxley Holdings.

E&O Plans New Project In Penang – Andaman Island

Following the success of Seri Tanjung Pinang (STP), Eastern and Oriental Bhd (E&O) is gearing up to launch its second master-planned development in Penang.

Aptly named Andaman after the surrounding sea, this 760-acre island, just across the waterway from STP, is envisioned as the next iconic E&O address. Andaman will be an integrated township built around six core pillars, namely residential, education, shopping, health and wellness, work, and sustainability.

Taking all its experience in building STP, the developer hopes to repeat its success. Building a township is more than simply designing award-winning buildings for E&O. It is about building communities that stand the test of time. Drawing from its heritage of luxurious designs, E&O prides itself on developing townships curated around its communities’ evolving needs, wants, and desires.

“Putting communities first was the pivotal point of the STP master plan. It was all about designing around the needs and desires of the community we envisioned would make STP home. So, it was not just about beautifully-designed and finished homes, but very much also about secure environments, green spaces, broad walkways, beautiful landscaping, and communal spaces designed for shared activities. We strived to build a community that would flourish,” said E&O managing director Kok Tuck Cheong.

Everything is designed to be within walking distance from homes, including its festival retail marina, Straits Quay, Penang’s first seafront mall. “When it came to the homes, we took even more care to ensure that there was something special in every phase,” said Kok.

Citing STP’s maiden terrace houses Ariza, which debuted in 2005, he said the classic colonial designs, inspired by 19th-century Straits-eclectic homes, were different from other new developments in Penang at that time and took the market by storm.

“We followed this with Avalon homes in 2006, which featured air wells, high ceilings of up to 11-feet, open concept courtyards, large windows and a very generous house dimension measuring up to 3,800 sq ft for the terrace and up to 4,000 sq ft for the semi-detached,” Kok added.

E&O also ensured that the entire development features lush landscaping, backyard gardens and streetscaping, which turned unsightly back lanes into welcoming green areas. E&O is instilling the principle of sustainability into their strategies, policies and procedures. The Think Green food garden located at Straits Green is a four-acre public park that serves as an outdoor classroom for local communities, partners and employees to proactively embrace volunteerism, instil earth care practices and encourage community building.
