National Home Ownership Campaign begins in March, offering at least 10% off

The National Home Ownership Campaign, which was revived in Budget 2019 to tackle the high number of unsold homes in the country, will begin March 1 and feature some 30,115 completed homes, according to the Ministry of Housing and Local Government (KPKT).

Set to be unveiled at a three-day launch event from March 1 to 3 at the Kuala Lumpur Convention Centre, the campaign is expected to involve 180 developers and banks that will assist buyers with their loan applications, KPKT Minister Zuraida Kamaruddin told reporters at the ministry’s office here today.

“We are bringing back the homeownership campaign that was held in 1998. It is good to take all the overhang units to be exhibited [at the campaign] and offer them to buyers at a discount,” she said, adding that the discount for those houses will be at least 10%.

Among the 30,115 homes that will be showcased at the upcoming campaign, 10,410 units are priced below RM300,000, 7,561 units between RM300,000 and RM500,000 while the remaining 12,144 units are priced at RM501,000 and above, KPKT national housing department director-general Jayaselan Navaratnam told EdgeProp.my after the media conference.

He added that the discount on the selling prices and other offers will be made available for the buyers for a tentative period of one year after the three-day event.

“After the event, buyers will still be able to enjoy what was being offered during the launching period and we are working for one year. We are in the midst of negotiations with Rehda (Real Estate and Housing Developers Association Malaysia) to see how to make it happen,” he said.

The Home Ownership Campaign was conducted twice for three months each time in 1998 and 1999 with waivers for the stamp duty on properties priced at RM250,000 and below, as well as some processing fees such as the memorandum of transfer, to lessen the burden of homebuyers and to encourage homeownership.

In Budget 2019, Finance Minister Lim Guan Eng announced that in order to address the issue of property overhang, the government will exempt stamp duty on the instrument of transfer and the loan agreement for purchases of homes valued between RM300,001 and RM1 million by first-time homebuyers for six months, starting Jan 1.

This will be part of the National Home Ownership Campaign, where in return, developers will offer a minimum price discount of 10% for these residential properties.

Penang govt awaits explanation from developer on the lighting issue

cross-lightingThe Penang government is still awaiting a report from the state secretary’s office over the lighting issue at an apartment building in Jelutong which allegedly portrayed the image of a “cross”.

Chief Minister Chow Kon Yeow said the residential project had yet to acquire a certificate of completion and compliance (CCC) and that the developer was currently testing the facilities, including the lighting system.

“We have yet to get an explanation from the developer on why the lights were lit up in such a manner, but in the next picture when more lights were switched on, it shows a normal view or facade.

“I believe this is not a place of worship or church, but an apartment building,” he told reporters after opening the “Evolve Final Year 2019” exhibition organised by KDU Penang University College here today.

However, he reminded all parties to respect the sensitivities of others.

Recently, the image of an apartment building in Jelutong which featured a huge cross sign made up of lights at the building caused displeasure among some residents in the nearby area.

It is understood that they have also lodged a police report on the matter.

Yesterday, Penang Mufti Wan Salim Wan Mohd Noor, in a statement, urged the local authorities to direct the developer of the housing project to change the position of the lights in the building so that they do not form the sign of a cross.

Chow said he did not feel it was something done deliberately to hurt people’s feelings, but rather described it as part of the “built environment” in the country.

A built environment refers to human-made surroundings that provide the setting for human activity, ranging in scale from buildings to parks.

Affordable housing project in Batu Maung next year

Penangites will enjoy affordable homes in Batu Maung, near here, when the project slated to begin as early as next year, says Housing and Local Government Minister Zuraida Kamaruddin.

She said the affordable housing project was in the process of selecting developer through open tender.

“The land was previously owned by the Ministry of Agriculture, but all land conversion matters as well as other management matters related to the project will be implemented next year … now we are waiting for developers to start bidding for the project.

“The developer that can come up with a good concept design and good business model will be selected for this housing project,” she told reporters during a visit to the project site in Batu Maung, here today.

She said the construction of affordable homes on a 10 acres of land would be equipped with a variety of facilities including swimming pool, hall, parking bays that were suitable for economic growth.

“For the 10 acres of land, they are planning to build about 1,666 units, priced at RM150,000, RM200,000 and son on, and it will be equipped with good amenities such as swimming pool, football court, parking bays, hall and so on where everyone can share the facilities,” she said.

“It doesn’t really matter where are you from, you can buy this house for RM150,000 or RM300,000 or RM500,000 and you can still share this affordable house,” she said.

She said that there were more issues to be handled by the federal and the state governments in the near future, pertaining to the process of land conversion and documentation.
