Penang South Island to incorporate green and smart development

Chief Minister Chow Kon Yeow has assured that Penang will incorporate all the good practices of green and smart development for its proposed Penang South Reclamation (PSR) project.

He said the massive 1,800ha reclamation project, which will see the creation of three man-made islands, would be climate-resilient.

He said the reclamation, among others, would look into rising sea water issues, and be developed above the highest water level possible.

“This is a way to ensure it is climate-resilient. Also, there won’t be a bare island, but one that is green and smart, incorporating more than 15km of waterfront, bicycle lanes and parks.

“One can’t just look at reclamation. Yes, the impact needs to be mitigated. But the product of this reclamation (project) is basically a green and smart development,” he told newsmen at the Chinese New Year open house held at the Penang Development Corporation (PDC) here this afternoon.

He was asked on the irony of Penang winning the inaugural Climathon Global Awards under the Cities category, announced by state Local Government Committee chairman Jagdeep Singh Deo earlier today, when the state was embarking on the massive reclamation project.

The state’s climate adaption programme, centred on nature-based solutions, was selected for the honour from a pool of more than 100 applications.

It will receive a cash prize amounting to €60,000 (RM273,585) to invest in its project and ongoing technical support from the EIT Climate-KIC Network.

The PSR project, off the southern coast of the island, had obtained the Environmental Impact Assessment (EIA) approval from the Department of Environment (DoE), which came with 72 conditions.

Various quarters, including environmental-based non-governmental organisations (NGOs) and the fishing community, had vigorously opposed the project due to what they claimed would have adverse socio-economic and environmental impacts.

The Penang state government expects the new waterfront on reclaimed land off Gurney Drive to be completed by August 2021, Chief Minister Chow Kon Yeow said today.

He said the state government would sign an agreement this month, appointing consultants for the project, called Gurney Wharf. A tender would be called later for a contractor to start planting trees and plan the landscape as well as ensuring the project would be completed in the next 18 months.

“We hope by 2021, not only the residents from Pulau Tikus, but also people from Penang will be able to enjoy a new waterfront at Gurney Wharf,” he said at a Chinese New Year open house gathering in Pulau Tikus here today.

The new waterfront includes a public park. The conceptual master plan was prepared by consultant architects Grant Associates, who had worked on Singapore’s Gardens by the Bay, among other projects.

Ideal United Bintang International Bhd has signed a memorandum of understanding (MoU) with Penang Port Commission to refurbish parts of Swettenham Pier Cruise Terminal (SPCT) in Penang Island.

In a bourse filing today, Ideal said the project is to redesign and refurbish three buildings, namely Godown 5, Godown 7 and Godown 8, located at the six-century-old seafront between the pier and Tanjung City Marina.

“Ideal would refurbish the three Godowns to be converted into a seafront tourist spot lifestyle destination including duty-free shops, F&B outlets, home-grown brands offerings, local made products and gift shops,” it said.

Ideal said Phase 1 of the refurbishment of the three buildings is expected to be completed by 2021, with Phase 2 and 3 to follow suit by 2022.

The expansion works of SPCT, it said, will allow the terminal to cater to up to 1.7 million passengers a year from over 500,000 in 2019, and accommodate up to 12,000 passengers at any one time.

It added that the MoU was signed by its wholly-owned sub-subsidiary Solaris Consortium Sdn Bhd.

At noon market break, Ideal shares were 3 sen or 1.62% lower at RM1.82, giving the group a market capitalisation of RM845.88 million.

Tambun Indah Land Bhd and Taiwan-based Show Chwan Medical Care Corp have entered into a memorandum of understanding (MoU) to jointly establish a private specialist hospital, Penang Show Chwan Hospital, at Pearl City in Seberang Perai Selatan, Penang.

Pearl City is a township currently developed by Tambun Indah.

In a filing to Bursa Malaysia today, Tambun Indah said the project is envisaged to be a multi-disciplinary medical centre with about 250 beds on a 1.62 hectare of land at Pearl City Business Park.

“The project, if established, shall cater to the population in Seberang Perai Selatan and Seberang Perai Tengah and also several well established and large scale industrial parks such as the Prai  Industrial Park, Penang Science Park and Bukit Minyak Industrial Park,” it added.

Tambuh Indah said that the project shall also contribute to promoting Penang as a major medical tourism destination or hub in the region.

The MoU shall subsist for six months unless extended by both parties in writing.

Show Chwan manages a healthcare system in Taiwan with a corporate office in Changhua City. The company also operates eight hospitals that provide a full range of medical specialities.

Currently, the hospitals have about 3,000 beds and employ more than 5,000 people in its operations.
