CIDB orders closure of construction site at SPU

The Construction Industry Development Board (CIDB) has ordered the temporary closure of a hotel undergoing refurbishment at Persiaran Bertam, here for failing to fully comply with standard operating procedures (SOP).

Penang CIDB director Zahidi Hashim said inspections carried out found that the main contractor had failed to submit documents and permits related to the construction of a kongsi house (temporary workers quarters), besides also failing to furnish COVID-19 screening test results of its foreign workers.

“We also found the main contractor had failed to comply with SOPs, so CIDB has issued a stop work order until Thursday, which could be extended further if the contractor keep violating the SOPs,” he told reporters after an inspection of the worksite today.

The inspection was done with the cooperation of the police and the Health Ministry (MoH), and checks found that the rooms in the kongsi were not only small, they were dirty and lacked proper ventilation as well, Zahidi said.

Meanwhile, Seberang Perai Utara district police chief ACP Noorzainy Mohd Noor said of the more than 100 workers on site, about 60 managed to flee, while 11 who were inspected did not have valid work permits and had failed to take the compulsory screening test.

300 Tanjung Tokong residents to move into new apartments

UDA Holdings Berhad (UDA) is providing more than 300 Tanjung Tokong Phase 4A residents in George Town, Penang with new homes at no cost as part of its resettlement project.

Entrepreneur Development and Cooperatives Minister Datuk Seri Wan Junaidi Tuanku Jaafar said in a statement yesterday the relocation will begin immediately to ensure residents can enjoy safe and comfortable housing, especially during the pandemic.

“The residents’ houses are currently in a dilapidated state and they should move to their new homes as soon as possible.

“During a Cabinet meeting recently, Prime Minister Tan Sri Muhyiddin Yassin mentioned that the process of handing over the residential units should be expedited and carried out despite the movement control order (MCO) as it is to ensure that the welfare of the people is given priority, particularly during such challenging times,” he said.

Wan Junaidi said the Tanjung Tokong resettlement exercise is the result of UDA’s continuing efforts since 1972.

The property development and asset management company under the purview of the Entrepreneur Development and Cooperatives Ministry (Medac) said it endeavours to benefit many communities, in particular Bumiputera residents in Tanjung Tokong who will now be able to live in more organised and comfortable housing despite high property prices in Penang.

“Property prices in Penang are not within the reach of the Bumiputera community.

“We are grateful that UDA’s efforts have allowed them to own property and in such a strategic location.

“The market price, roughly, for one housing unit in Phase 4A Warisan Tanjung Apartments is around RM400,000,” Wan Junaidi said.

First developed on October 27, 2014, the Phase 4A Warisan Tanjung Apartments are part of UDA’s corporate social responsibility (CSR) urban development initiative, designed for the resettlement of Tanjung Tokong’s Bumiputera community.

UDA has built a total of 8,023 housing units in phases as part of its redevelopment project since 1972 and 4,455 units have been completed since with the remaining to be built soon.

Developed by UDA Land (North) Sdn Bhd, a subsidiary company of UDA Holdings Berhad for the resettlement of the site’s original occupants, the apartments feature three-bedrooms with two categories of built-up areas: 850 and 800 square feet.

There are five six-storey apartment blocks with a total of 210 housing units (850 square feet) and five nine-storey blocks with a total of 340 units (800 square feet).

The strategic location has various amenities including a Tesco supermarket, a shopping mall, mosque and schools.

Located in Penang’s north-east district, this development was built on 8.0 acres of land at a cost of RM84 million.

UDA chairman Datuk Seri Jalaluddin Alias said that residents will be receiving their new house unit keys from the urban development company.

He added that the timely initiative will allow residents who have been living in temporary shelters provided by UDA to live more comfortably in the wake of Covid-19.

“These areas are crowded compared to the new apartments.

“The government hopes that these resettlement efforts can help ease the burden of the community, especially the Tanjung Tokong residents, in facing the current challenging times.

“It is also hoped that indirectly, the spread of Covid-19 will be curbed, and the country will be better able to deal with the increasing number of cases every day,” Jalaluddin said.

The Phase 4A Warisan Tanjung Apartments project has been dubbed UDA’s pride in the northern region and is in line with the Shared Prosperity Vision 2030, the government blueprint that aims to provide a decent standard of living to all Malaysians.

The dirtiest flat in Penang

Community living requires a certain level of cooperation and a sense of responsibility among residents. Without it, a lot can go wrong.

That is exactly what is happening at two blocks of flats in Teluk Indah (pix), Prai in Penang.

For years, the ground floor served as a huge rubbish dump, earning it the unenviable tag as the “dirtiest flats” in the country.

A video of the trash went viral recently, prompting authorities to launch a quick clean-up effort.

The lifts, which have not been working for years, have also been repaired but other problems remain, such as unpaid utility bills that have exceeded RM2 million.

As always, the first reaction of most bystanders is to point the finger at foreigners, particularly migrant workers. However in this case, 70% of the residents are Malaysians.

National Housebuyers Association secretary-general Datuk Chang Kim Loong attributes the problem to two factors, the lack of civic consciousness among residents and the ineffectiveness of the joint management body (JMB).

“The onus is on the residents living in the building to play their role, to keep the place in a condition that is conducive for occupancy,” Chang told theSun. “In this case, ignorance is not an excuse.

“Members of the JMB are entrusted with the responsibility to upkeep the common area, and in this case, they have obviously failed,” he added.

Chang said the problem could have also been caused by a combination of bad planning, corruption and expediency.

Worse than the of lack of civic consciousness and failure of leadership are allegations of mismanagement of funds, and even involvement of hoodlums in the affairs of the Teluk Indah flats.

P. David Marshel, a member of the Seberang Prai City Council, said there is suspicion of corruption and that gangsters are behind the racket. However, these allegations could not be independently verified by theSun.

Marshel said many campaigns have been organised to get residents to take care of the surroundings, but to no avail.

“Their mentality just won’t change.”

However, R. Veerasamy , 67, who lives at the flats, said residents have no choice but to throw rubbish from their apartments to the ground floor because the lifts were not working.

“The majority of the people here do it anyway,” he added.

Prai assemblyman Dr P. Ramasamy said the biggest problem is the refusal of residents to pay maintenance fees, which is essential to underwrite the utility bills for common facilities and cost of maintenance.

He estimated that he has already paid more than RM1 million in electricity bills for the past 10 years, and residents still owe between RM300,000 and RM1 million in water bills.

“The electricity supply for the lifts and lights in the common area was cut years ago,” added Ramasamy, who is also Penang Deputy Chief Minister II.
