The Chief Minister, Y.A.B. Tuan Chow Kon Yeow described that the first project launched by the Penang State Housing Board (LPNPP) known as The Millennia@Bayan Lepas will be a vibrant and strategic development hub.

This is because, according to him, it is due to its strategic location near Jalan Mayang Pasir, Bukit Gedong which is an area that is very suitable for industry players, especially the manufacturing sector.

“Generally, this project is located in a vibrant development center, therefore it is seen as very suitable as the related project will provide Affordable Housing (RMM) units to those who earn a living in the Bayan Lepas industrial area.

“Located on a land area of 8.70 acres, the development will include components that are still subject to technical approval from the authorities with a minimum estimate of the total number of housing units to be built is 864 units,” he said during the launch of The Millennia @ Bayan Lepas yesterday.

Also present, Local Government, Housing Development and Town and Country Planning Committee chairman Jagdeep Singh Deo; Penang State EXCO for Trade & Industry, Entrepreneurial Development, YB. Dato ‘Abdul Halim Hussain; Bayan Baru Member of Parliament, Sim Tze Tzin and LPNPP General Manager, ‘Ainul Fadhilah Samsudi.

Kon Yeow added that apart from planning for new housing projects, the State Government is also actively working on ‘urban renewal’ or redevelopment of old settlement areas for the better.

Jagdeep when speaking to reporters informed that The Millennia@Bayan Lepas project will have a maximum RMM ceiling price of RM300,000.

It is understood the project will begin physical work within seven to eight months from now.

Penang signs agreement with Rayston on Bagan Ajam coastline reclamation project

The latest supplementary agreement between the Penang government and Rayston Consortium (Butterworth) Sdn Bhd (RCSB) has been inked yesterday to enable the company to continue its obligations as stipulated in the 1999 concession agreement, in line with the policy amendments to this supplementary agreement.

This supplementary agreement also provided a clearer picture of the management and ownership of the project.

Chief Minister Chow Kon Yeow, who witnessed the signing ceremony in Komtar, said the Land Reclamation and Resettlement Agreement (LRRA) was initially inked in 1999 between the Penang government and RCSB.

It was reported that the LRRA was made following the concession agreement between the Federal Government and Lingkaran Luar Butterworth (Penang) Sdn Bhd to build, operate, manage, and maintain the Butterworth Outer Ring Road (BORR).

Based on the terms set by the Economic Planning Unit of the Prime Minister’s Department at that time, Lingkaran Luar Butterworth (Penang) Sdn Bhd was a ‘special purpose vehicle’ and could not execute other functions other than to build, operate, manage, and maintain the BORR.

Therefore, as reported, a separate agreement (the LRRA) was made to carry out the land reclamation and relocation of the affected ground tenants due to the BORR project. As compensation, RCSB was given the rights to reclaim, and develop the reclaimed land from Bagan Ajam to Teluk Ayer Tawar.

“The LRRA specified that RCSB was to reclaim 650ha of land, of which, 407ha of land was allocated for mixed development while the remaining 243ha was allocated for the Penang Port Commission (PPC) for port purposes and activities.

“Meanwhile, RCSB is no longer given the responsibility as a concessionaire for the reclamation of areas for ports and port activities amounting to 243ha. Twenty-six hectares of land from the 243ha which was set aside for PPC have been used as the North Butterworth Container Terminal (NBCT). The Penang government will hold further discussions with PPC for the implementation of reclamation planning in the area.

“A supplementary agreement was signed on Sept 28, 2018, which stated the time frame for RCSB to implement the project and enabled the Penang government to gain additional land, totalling 90ha, as compared to the original agreement inked in 1999,” Chow said before the signing ceremony.

He added that the master plan to reclaim the 407ha of land from Bagan Ajam to Teluk Ayer Tawar by RCSB was approved during the State Planning Committee (SPC) meeting on Sept 30, 2019, and later confirmed on Oct 24, 2019.

According to the latest development, on March 30 this year, the Penang executive council (exco) meeting approved and confirmed (on April 6) RCSB’s concession areas. The total size amounted to 582ha.

Chow mentioned that of the amount, 90ha of land would be surrendered to the Penang government, a land replacement of 10ha for the state government, 272ha of land would be surrendered for public facilities, and the remaining 210ha would be for RCSB.

“The latest supplementary agreement outlines the completion period of the amendment to the master plan with the approval of the state authority within 18 months from the effective date of this supplementary agreement, which is June 1, 2022.

“Following that, RCSB must complete the reclamation project within six years after obtaining the relevant approvals and the state will receive a return of 90ha of land,” he said.

Eco Horizon (Ashton)-5_2560_1560

Nestled in the serene environment of the newly developed Bandar Cassia, Eco Horizon is fast becoming a popular choice for homebuyers thanks to the chic design of the township’s houses that incorporate the needs of modern living. In this article, we will discuss about the ground-breaking designs of the semi-d houses in Eco Horizon and how these houses are different from the ordinary semi-d .

As the brainchild of ARMARIOR, a bespoke luxury furnishing and home makeover company, Eco Horizon is designed along the concept of a luxury holiday resort. By incorporating creative design elements such as cosy airflow and well-lit interiors, these semi-d houses were specifically designed to function as a holiday getaway residence for its owners. While taking into consideration the locality of Eco Horizon, rattan was creatively added to the overall design of the semi-d as a nod to the vibrant cultural heritage of Malaysia. As a highly sustainable building material which can also be used as furniture, not only is rattan useful but it is also an important aesthetic component that can add unique touches to the décor of houses.

To further enhance the relaxing holiday vibe the houses, ARMARIOR has also carefully selected airy-toned colours including beige and sandy shades as the main colour scheme of the homes while ensuring that the interior and exterior of the houses are able to blend together flawlessly. Apart from the aesthetics, the essence of the design of these semi-d houses is the consideration that the designers took to suit the different requirements of its clients. As a key design principle, this is to ensure the aesthetics and practicality of the houses.

In terms of the space of the houses, the designers made sure that the space is breezy and brightly illuminated by natural sunlight which enters the house through the uniquely designed windows. Besides that, the creative illusion of a higher ceiling was also applied to create a spacious environment for the houses. While designing the semi-d houses, designers have the advantage of utilising the bigger space available to apply their creative concepts and customise the house according to clients’ preferences.

Based on the principles of ARMARIOR, a perfect home is a place which enables its occupants to feel relaxed, confident and safe. Apart from being aplace which the occupants look forward to returning every day, a house should also be the owner’s medium of expression which reflects his identity. Therefore, designing a home is more than just making it visually appealing. In order to accurately identify the different requirements of each space and addressing it using the principles of design, there are a lot more features that should be taken into consideration when it comes to designing a house such as ceiling height, floor finishing, light flow and space planning of the house, just to name a few.

What truly sets Eco Horizon’s semi-d houses apart from others is the fact that, centred around the innovative concept of co-creation which allows house owners to decide how they want to live, the houses are carefully and intricately designed according to clients’ very own preferences and living requirements. After all, home is where you can truly be yourself with comfort and ease.
