The Penang state government will be presenting its ambitious Penang Bay project at the 10th World Urban Forum (WUF10) to seek funding and ideas from investors, said state exco Jagdeep Singh Deo.

The Local Government, Housing and Town and Country Planning Committee chairman will be leading a delegation to WUF10 in Abu Dhabi from February 8 to 13.

“The Penang Bay project is an ambitious long-term vision for the waterfront of Butterworth and George Town so we will be seeking investors’ interest in the project during WUF10,” he said during a press conference yesterday.

The project, which is developed by the George Town Conservation and Development Corporation (GTCDC), aims to create a new city core between Butterworth and George Town.

GTCDC is a tripartite partnership between the Penang state government’s Chief Minister’s Incorporated (CMI), Think City Sdn Bhd and Aga Khan Trust for Culture.

According to Think City programme director Matt Benson, they are looking for prefeasibility funding from interested investors.

“We will pitch it to investors at WUF10 and we are not only looking for funding, but also investors with creative ideas on the project,” he said.

The Penang delegation to Abu Dhabi will be seeking smart investment for the Penang Bay project by pitching it at the Cities Investment Platform.

penang_bay_projectJagdeep said the Penang Bay project was selected from over 100 projects globally for the WUF10 Cities Investment Platform pitching session.

“It is among nine projects shortlisted to be showcased to a distinguished global investor panel that includes leading financing organisations and urban technology players,” he said.

He added the delegation will also be launching the Penang Bay Competition at WUF10 to seek creative ideas from architecture and planning professionals.

“A six-member jury will select the top three winners and three additional honourable mentions,” he said.

He said the results of the competition will be put up for public viewing by the middle of this year.

On the Penang Bay project, Jagdeep said it will incorporate Gurney Wharf, light rail connectivity, Jelutong landfill, the George Town north and east seafront projects and waterfront redevelopment in Butterworth.

The two major components of the project will focus on the George Town central business district (CBD) and Butterworth.

The George Town CBD will be transformed into a creative and technology precinct which integrates with the east and north seafront projects.

It will be connected to Gurney Wharf through a new coastal walkway and to Butterworth through high-speed ferry.

“In Butterworth, an innovation hub is being planned around Penang Sentral and port facilities that incorporate vertical factories purpose-built for industries of the future with 5G wireless technology and ferry and rail connections,” he said.

He added that Butterworth will also have education and recreation components.

“This project is aligned with UN-Habitat Sustainable Development Goals (SDG) to build resilient infrastructure, foster innovation in cities and support sustainable communities,” he said.

Penang South Island to incorporate green and smart development

Property News/ 4 February 2020 No comments

Chief Minister Chow Kon Yeow has assured that Penang will incorporate all the good practices of green and smart development for its proposed Penang South Reclamation (PSR) project.

He said the massive 1,800ha reclamation project, which will see the creation of three man-made islands, would be climate-resilient.

He said the reclamation, among others, would look into rising sea water issues, and be developed above the highest water level possible.

“This is a way to ensure it is climate-resilient. Also, there won’t be a bare island, but one that is green and smart, incorporating more than 15km of waterfront, bicycle lanes and parks.

“One can’t just look at reclamation. Yes, the impact needs to be mitigated. But the product of this reclamation (project) is basically a green and smart development,” he told newsmen at the Chinese New Year open house held at the Penang Development Corporation (PDC) here this afternoon.

He was asked on the irony of Penang winning the inaugural Climathon Global Awards under the Cities category, announced by state Local Government Committee chairman Jagdeep Singh Deo earlier today, when the state was embarking on the massive reclamation project.

The state’s climate adaption programme, centred on nature-based solutions, was selected for the honour from a pool of more than 100 applications.

It will receive a cash prize amounting to €60,000 (RM273,585) to invest in its project and ongoing technical support from the EIT Climate-KIC Network.

The PSR project, off the southern coast of the island, had obtained the Environmental Impact Assessment (EIA) approval from the Department of Environment (DoE), which came with 72 conditions.

Various quarters, including environmental-based non-governmental organisations (NGOs) and the fishing community, had vigorously opposed the project due to what they claimed would have adverse socio-economic and environmental impacts.

The Penang state government expects the new waterfront on reclaimed land off Gurney Drive to be completed by August 2021, Chief Minister Chow Kon Yeow said today.

He said the state government would sign an agreement this month, appointing consultants for the project, called Gurney Wharf. A tender would be called later for a contractor to start planting trees and plan the landscape as well as ensuring the project would be completed in the next 18 months.

“We hope by 2021, not only the residents from Pulau Tikus, but also people from Penang will be able to enjoy a new waterfront at Gurney Wharf,” he said at a Chinese New Year open house gathering in Pulau Tikus here today.

The new waterfront includes a public park. The conceptual master plan was prepared by consultant architects Grant Associates, who had worked on Singapore’s Gardens by the Bay, among other projects.
