Silicon Island Master Plan includes new state administrative hub
Land has been set aside within the overall master plan of Silicon Island for the development of a future state administrative centre, which is currently at the preliminary conceptual and design stage.
The plan has been presented to the board of Penang Infrastructure Corporation. Reclamation works on Silicon Island are progressing steadily, with more than 300 acres of land already completed. It is estimated that the required portion of land could be fully reclaimed within the next two years.
The proposed administrative complex is envisioned as a modest four- to five-storey building. In time, part of the state’s administrative functions may be relocated there, primarily to house state government agencies. However, the proposal remains at the idea stage, and specific details, including which departments will be involved, have yet to be finalised.
In outlining Penang’s broader development direction, the Chief Minister of Penang, Chow Kon Yeow, noted that although challenges such as traffic congestion persist, continuous improvements in local governance, urban cleanliness and flood mitigation efforts are contributing to a qualitative transformation across the state. He emphasised that these achievements stem from long-term planning and collective efforts rather than individual contributions.
He added that progress under the Penang2030 vision has reached approximately 75%, with most key initiatives either implemented or underway. Following earlier external disruptions, development momentum has since strengthened, with major projects including Silicon Island and the light rail transit system moving into active implementation phases.
To enhance transparency and public accountability, a project progress dashboard has been introduced, enabling the public to monitor the status of various initiatives. This structured and measurable approach underscores the state’s commitment to ensuring that development plans are guided by clear frameworks and timelines.
