Penang launches climate-resilient upgrade in George Town heritage zone

Penang has taken another major step toward sustainable urban resilience with the launch of a RM24.7 million road upgrading project around Lebuh Pantai, Pesara King Edward, Pengkalan Weld, and Gat Lebuh Chulia — one of the key initiatives under the Nature-Based Climate Adaptation Programme for the Urban Areas of Penang Island (PNBCAP).

Chief Minister Chow Kon Yeow, who also serves as the State Executive Councillor for Finance, Economic Development, Land and Communication, said the project aims to enhance the resilience of the UNESCO World Heritage Site of George Town while preserving its historical and architectural values. “Beyond improving infrastructure efficiency, this initiative demonstrates how nature-based solutions can help mitigate urban heat impacts and strengthen the city’s climate adaptability,” he said during the launch ceremony at Pesara King Edward on 1 November 2025.

The RM24.7 million project, implemented in collaboration with agencies such as the Penang Island City Council (MBPP), Department of Irrigation and Drainage (JPS), UN-Habitat, and Think City, is one of 16 physical components being carried out under PNBCAP. Works began in 2022 and are expected to be completed by 2027. According to Chow, PNBCAP is closely aligned with Penang’s long-term Penang2030 Vision — to create a family-focused, green, and smart state that inspires the nation.

Exco for Infrastructure, Transport and Digital, Zairil Khir Johari, added that PNBCAP represents Malaysia’s first integrated climate adaptation initiative. It focuses on key areas such as urban greening, efficient stormwater management, and the strengthening of community resilience. Other PNBCAP projects include the Taman Lintang Nibong Flood Retention Pond and the Blue-Green Corridor at Sungai Keluang, both scheduled for completion by mid-2026. Within the George Town heritage zone, Union Square at Lebuh Union will be transformed into a new pocket park, while an Urban Agricultural Programme along Lebuhraya Rose promotes food security through modern city farming.

Speaking at the event, Chow emphasized that PNBCAP stands as a strong example of collaborative governance — bringing together expertise from international partners, state agencies, and local organizations. “This project reflects Penang’s continuous commitment to sustainable urban development, ensuring progress and preservation go hand in hand,” he said.

The ceremony was also attended by Penang Island City Council Mayor Dato’ Ir. A. Rajendran and UN-Habitat Malaysia Project Manager Dr. Kwan Soo Chen, alongside members of the State Executive Council. The initiative reinforces Penang’s position as a leader in urban sustainability, where climate adaptation, heritage conservation, and people’s well-being are advanced in unison.
