NRP increase chances for BNM to cut interest rate

The Covid-19 pandemic and tightening restrictions under the National Recovery Plan (NRP) could see an increasing chance for Bank Negara to cut the overnight policy rate (OPR) by 25 basis points at its July 8 meeting.

Wellian Wiranto, (pic) economist, global treasury – research and strategy at OCBC Bank, said that in the previous monetary policy committee meeting, the central bank had projected a sanguine outlook because any lockdown had left business activities largely unfettered.

“With one tighter set of restrictions now being piled on top of already tightened measures, that assumption is sadly looking less tenable by the day, ” he said.

He said it has been more than a month since Malaysia enacted its phase one restriction, which saw a curtailment of most business activities across the country.

Selangor is reportedly where the virus has been spreading most stubbornly, accounting for a third of the national tally in recent days.

As a result, the government had tightened the measures even further for much of Selangor and Kuala Lumpur.

Relocation allowed in Phase 1 of NRP

Relocation to strata and landed properties is allowed during Phase One of Movement Control under the National Recovery Plan (NRP), effective immediately, said the Ministry of Housing and Local Government (KPKT).

In a statement today, KPKT said the decision was reached at the Technical Committee Meeting of Senior Defense Minister, Datuk Seri Ismail Sabri Yaakob, yesterday.

Property owners need to obtain police permission for themselves as well as the mover company involved, and the applicant must specify the date and time of the relocation as well as information related to the movers, to the strata management, said KPKT.

“The installation of internet and communication services under the building and facilities maintenance sector and the strata management sector is also allowed, following amendments to the existing standard operating procedures (SOPs),” it said.

However, KPKT said relocation and installation of new internet and communication services in the Enhanced Movement Control Order (EMCO) area was not allowed.

The updated strata management SOPs can be downloaded from the KPKT website at www.kpkt.gov.my.

Meanwhile, the installation of basic necessities such as iron grilles and electrical appliances to enable a property to be safely inhabited is permitted by complying with the construction SOPs, issued by the Ministry of Works, and can be obtained at www.cidb.gov.my.

Penang International Airport expansion on the card

Malaysia Airports Holdings Berhad (MAHB) is now working with its consultant to define the scope of work for the expansion of the Penang International Airport (PIA).

The scope of work will include elements and considerations for airports, such as 4.0 automation, optimisation of aircraft parking bays, car park facilities and integration as a transportation hub.

“The airport currently has a capacity of 6.5 million passengers per annum (mppa) and the first phase of expansion will bring up the capacity to 12 mppa.

“The expansion for PIA will be guided by the Penang Airport Masterplan and Malaysia Airports’ ability to proceed with the development which will depend on the Government’s approval of the new Operating Agreement.

“If the agreement is approved,

it will allow Malaysia Airports to fund the development,” said MAHB in a statement to The Star.

Meanwhile, Penang infrastructure and transportation committee chairman Zairil Khir Johari said the completion of the airport’s car park will be slightly delayed.

“The airport’s car park was originally slated for completion in May this year but we are now expecting it to be completed in July 2021.

“Currently, we are putting finishing touches on the road and drainage works besides testing and commissioning them.

“The state government has no issues with the expansion project and we are waiting for a decision to start from the Malaysia Airport’s side,” he said.

The PIA has the capacity to take in 25 million passengers a year in 30 years’ time, according to the Penang Airport Masterplan by MAHB.

MAHB chief executive officer Datuk Mohd Shukrie Mohd Salleh reportedly said the capacity would be analysed after the completion of the masterplan next year.

“It is bigger than the earlier plan (12 million capacity) as according to a survey, we will reach this level by the year 2028 and will receive 16 million passengers in 2033.

“The expansion includes four phases and is expected to be completed in about 48 to 60 months,” said Mohd Shukrie during a briefing for the Penang government at Komtar in March.

The airport’s infrastructure expansion began in 1977. It was fully operational in 1979 with the capacity to accommodate 1.5 million passengers.

It was later expanded and upgraded in 1998 to a 3.5 million passenger capacity and 6.5 million in 2013.

At present, the PIA expansion project is on hold, pending the finalisation of the National Airport Strategic Plan (NASP).

The NASP study on airport development is expected to be completed in 2023 in line with the National Transport Policy.
