Penang LRT remains unconfirmed

“While the federal government fully supports the state’s proposal, there should be options for the state to choose from.

“Our studies by the Land Public Transport Commission (SPAD) show that there could be better models which the state could look into.

Chief Minister Chow Kon Yeow, who was also present, told newsmen later that the state was open to options of trams or LRT, bus rapid transport or mass rapid transit.

“Since the minister will send SPAD officers to meet us, we will look into the options as the studies were conducted in 2016 and have just been completed.

“The most important aspect would be securing the financing for the project,” he added.

Meanwhile, the proposed low cost carrier terminal (LCCT), reportedly to be built by AirAsia, might not take place as the federal government is looking into the option of expanding the Penang International Airport (PIA) instead.

Loke said no decision or approval has been given for the LCCT.

He added that discussions on PIA’s expansion were in its final stages but no decision or approval has been given for an LCCT in Penang.

“We are moving fast on the expansion as it needs to be done due to overcapacity but there is no deadline as we are looking at the best model, but approval will be given soon.

“I am aware a lot has been written about the LCCT, but it is mere speculation,” he said.

Chow did not comment on Loke’s statement. He had cited that the LCCT would further spur the growth of Penang, as the PIA at present would not be able to handle the increase in passenger capacity.

Finance Minister and Air Putih assemblyman Lim Guan Eng also brought up the issue during the state assembly in August, saying a solution was needed because the present airport in Bayan Lepas only has the capacity to handle 6.5 million passengers a year but arrivals last year hit 7.1 million and the number is expected to increase to 7.8 million this year.

It was reported that AirAsia, which occupies 50% of the PIA, was in talks to start work on an LCCT within the grounds of the PIA in Bayan Lepas, which is the site of the MAS Cargo Complex.

    I wont say BN is the best, just don’t think PH can do no wrong. They have done many wrongs and told many lies. The strategy is to confuse the not so smart, and just ignore those who are smart enough to see through their evil plans. By the time the not-so-smart realises their bad intentions, they will go kelengateh & wayang kulit, bye bye loh…already become central gov loh, kan lu boh eng loh…….

    If BN can get projects and plans approved easier, get things done faster and efficiently, I don’t see there is any reason not to bring them back, why not? We have had enough of promises without actual action. Just talk and talk and talk. Btw, too fed up with NGO, oppose for the sake of oppose, hopeless and shame.

    LRT is financed by island A, A, C as stated by Chao before 509. He said many times LRT just need approval from Putrajaya…….

    Why you so naive one???? In order to reclaim land, you need money to buy sand first. Where does the contractor get money? From your grandfather? His own grandfather? Of course from the bank lah. After you borrow money from the bank, what do you need to do??? Wish that the bank will close shop so that you don’t have to pay back? Of course need to service your loan lah. But where do you get the money to service the loan before reclaim is completed and land buyer is found? *sigh* You DAP idiotic supporters, when are you going to learn? I’m not BN supporter either OK!!

    The study on mass transport options started in 2016…so what was SPAD doing then? Why at this final stage proposal now involve SPAD …it will be further delay.

    Hi All,

    Of course, solving traffic issue is vital and inevitable but we need to think twice, what is the suitable and effective way to implement it on Penang. every issue has its own way in solution. Don’t follow blindly to what other country has, especially our neighbor country, we don’t have to copy them, Penang is unique or else foreign investor won’t keep buying our heritage houses. Be proud to be unique and special, the plan which had been implemented in other country, it doesn’t mean it suit us, take a deep breath and think twice, what is our position and strength of ours, we have hill, seaside, and much more natural environment which our neighbor lost gone, it is the price of development, something money can’t buy back. we should appreciate what we have. I am not refusing development, but remember, it is very important moment, any wrong step is made, our beauty of Penang will be gone, it is one way ticket.

    Please sit down and claim yourself down first, i believe that you may find the other answer alternatively, it is not the matter of good or bad, the most important thing is, balance point and suitable are always the best approach and strategy.

    My 2 cents. Thank you for reading my message. i hope that our Penang can be well taken care of, i love Penang very much, wish good and natural part can be well sustained for our next generation, especially, our hill, sea and green, i really appreciate what we have here. it is something we should proud of. peace.

    Now at least someone in the Parliament has got the right sense and guts to speak up, kudos to you YB Loke. Before deciding whether to go in support or against this pro-developer plan (totally different from the original version of PTMP) , let’s get to know the facts more (I’m gonna focus solely on LRT):

    1. About cost $$$. While the construction cost might be borne by developer, the yearly operating and maintenance cost is an even larger amount (RM170mil/yr) that is to be borne by the people PERMANENTLY. Expert has pointed out that the ridership forecast provided by SRS is unrealistic (and they certainly did not demonstrate how the calculation was done), and “if a more realistic ridership projection for the Penang LRT is used, the loss in ticket revenues could amount to at least RM1.2 billion over 10 years”. BRT/tram system is going to cost far less, and more financially sustainable in a long run.

    2. About coverage area & rider-friendliness (IMPORTANT!). Look at the attached image, it is merely a single line. How many ppl could actually benefit from it when only such small area is covered? More importantly, how many of us will be willing to resort to LRT, when one has to DRIVE/TAKE GRAB ALL THE WAY TO THE LRT STATION, FIND CARPARK, TAKE THE ESCALATOR AND WALK TO THE PLATFORM, AND WALK/TAKE GRAB AFTER ARRIVING at his destination? Let’s try to visualize things before falling into fallacy that LRT is all that good (in this local context). Bram/tram, in contrast, will have a hierarchical planning that connects areas (residential/commercial) in an integrated pattern, so that we don’t have to worry about how to get to and from the station. Everything will be within short walking distance. Isn’t this the type of public transport that would truly benefit us all?

    Cost comparison between different modes of public transport. Apparently LRT is not the only choice we have, let alone being the BEST choice.

    Here is the original version of PTMP, known as Halcrow plan (see p9 for image). Wondering why the gov is still publishing it on their official website and not the current version, while is has already been scrapped… So confusing for the public.

    Penang so rich, we can do this without government money. But Penangkia wont use them though coz only bangla / foreign workers will use such service just look at rapid bus.

    We like to drive and we are well known for that. :)
