PM launches Juru–Sungai Dua traffic dispersal project

Prime Minister Datuk Seri Anwar Ibrahim officiated the groundbreaking ceremony for the traffic dispersal project between the Juru and Sungai Dua Toll Plazas along the North–South Expressway on 8 November 2025.

The 17.3-kilometre project aims to ease congestion along one of the busiest highway stretches in northern Malaysia while supporting regional economic growth.

Penang Chief Minister Chow Kon Yeow said the project reflects the state’s commitment to building smarter and more inclusive infrastructure.

“Our goal is not only to build more roads, but smarter roads — not just to speed up travel, but to ensure fairer access for all,” he said.

Chow added that the project would serve as a catalyst for economic growth in Seberang Perai, especially in Bukit Minyak, Juru, and Sungai Dua, generating job opportunities, boosting local industries, and enhancing residents’ quality of life.

He also expressed appreciation to the Federal Government for approving 86 new projects under the 13th Malaysia Plan (RMKe-13) Rolling Plan 1, including 10 Penang-based initiatives worth RM283 million that will drive strategic state development.

Anwar, who also serves as Finance Minister, said the elevated highway project was approved to address long-standing traffic woes affecting Penang and the northern states.

“I am grateful that this long-delayed project can finally proceed. Expedite it so the people can benefit soon,” he said.

The Prime Minister also highlighted the LRT Mutiara Line, connecting Bayan Lepas, George Town, and Penang Sentral, as another major initiative to reduce congestion, particularly on the Penang Bridge.

Meanwhile, Works Minister Datuk Seri Alexander Nanta Linggi said the RM3 billion project will be funded through a hybrid model — 60% by the government and 40% by the private sector. Phase One, with RM56 million allocated, has already started, while Phase Two will begin in early 2026.

The project is expected to take 48 months to complete, targeting full completion by mid-2030.

Penang’s second UTC opens at Penang Sentral

Penang’s second Urban Transformation Centre (UTC) has officially opened its doors at the Penang Sentral Transport Terminal in Butterworth, marking another milestone in improving public access to essential government services.

Launched by Prime Minister Datuk Seri Anwar Ibrahim, the centre is the 24th UTC nationwide and is expected to benefit more than one million residents across Seberang Jaya, Penaga, Perai, Bukit Mertajam, as well as nearby areas in Kedah and northern Perak.

utc-penang-sentralThe establishment of the new UTC follows Anwar’s announcement during Budget 2025, made possible through a collaboration between the Finance Ministry and the Penang state government.

Open daily from 8am to 9pm, the centre houses key federal and state agencies such as the National Registration Department, Immigration Department, Road Transport Department, Royal Malaysia Police (PDRM), and Inland Revenue Board (LHDN), alongside health and dental clinics.

Visitors can also access the Kiosk Sentuhan Madani (KSM) and Cash Aid Information Hub, which assist with various financial aid programmes including STR, Sara, Budi95, and JKM aid.

Jalan Tok Kangar upgrading project progresses ahead of schedule

The Phase 2 widening and upgrading works of Jalan Tok Kangar in Seberang Perai Tengah have achieved 29% completion, slightly ahead of the original schedule by one percent.

Penang Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari announced the progress in a media statement dated 7 November 2025, noting that the project, implemented by the Penang Development Corporation (PDC) in collaboration with the Public Works Department (JKR) Penang, is expected to be fully completed by October 2026.

According to Zairil, on-site works are progressing smoothly, with current activities including sand removal and piling platform preparation for Bridge 3, kerb installation along several stretches, micropile reinforcement fabrication for Bridge 2, as well as patching and street lighting works.

He added that once completed, the project will significantly improve traffic flow and road safety along the busy industrial corridor from Jalan Perusahaan to the Jalan Tok Kangar traffic light junction.

Zairil also expressed appreciation to motorists for their cooperation and patience during the construction period, urging the public to bear with the temporary inconvenience.

“I hope Penangites can remain patient a little longer to enjoy the full benefits once the Jalan Tok Kangar Phase 2 project is completed and open to the public,” he said.

The project is being carried out by Igneus Setia Sdn. Bhd. with Adroit Consulting Engineers Sdn. Bhd. serving as the lead consultant.
