Affordable housing should meet high quality standards

inspectionPenang State Housing, Town, Country Planning and Local Government Committee chairman Jagdeep Singh Deo stressed that the provision and supply of affordable housing in Penang should meet the standards and quality of housing.

Jagdeep said each of the State Government housing projects built either low cost (LC), low medium cost (LMC) or affordable housing (RMM) provided by the Penang Development Corporation (PDC) or private developers would need to meet a high level of quality standards.

“When it comes to providing affordable housing to the people, it means a comfortable and quality housing scheme with a conducive environment to ensure a better life.

“As such, we (the State Government) have directed PDC as the developer responsible for the state housing projects to ensure that each project being developed is in good condition before the key is delivered to the buyer,” he said. Assemblyman Datuk Keramat while on a working visit to two Residential affordable housing projects in Teluk Kumbar yesterday morning.

He reiterated that he had received a lot of complaints from buyers of affordable housing projects near S.P.Chelliah.

To ensure quality standards are adhered to, Jagdeep has announced that he will hold a meeting with representatives of private developers responsible for developing affordable housing in the near future.

“Due to the (S.P.Chelliah) issue, I have decided to meet with all the responsible developers to ensure that affordable housing projects under the State and private governments will not have the same problem.

“I will hold discussions with them (private developers), we (the State Government) will give warnings again so that all guidelines and quality are met.

“If they want to use the incentives for the construction of affordable housing (the State Government), they must first ensure that the quality of the final product developed is top notch” he said.

It is understood that Duo Residensi comprising 346 low-medium cost, 348 affordable and seven commercial units have been completed by the PDC and are awaiting approval from relevant departments before the CCC is expected by December.

Jagdeep further said that the Duo Residensi project is also expected to receive Qlassic score from CIDB Malaysia.

“The PDC’s Suria 1 housing project in Cassia, which has been developed by PDC, has received a 74% Qlassic score, so the project (Duo Residensi) is expected to be the same after the CCC is obtained.

“Qlassic is a benchmark in determining the quality of construction as well as measuring the performance and quality of developers,” he said.

Developer ordered to rectify defects immediately

The developer, who was awarded the tender to develop the affordable housing project in SP Chelliah, has been ordered to rectify the defects as soon as possible.

State Local Government, Housing, Town and Planning Committee chairman Jagdeep Singh Deo said he took the matter seriously.

“It is a state project and the Penang Development Corporation (PDC) is the project manager.”

It was reported that PDC awarded the tender to Zubicon Sdn Bhd in 2013 to develop the project.

Jagdeep said the project consists of two blocks of low medium-cost apartments and a block of affordable housing apartment.

“The total number of units for the entire project is 2,093.

“Only the affordable housing block (1,048 units) obtained the Certificate of Completion and Compliance (CCC).

“The project has to get clearance from various departments before obtaining the CCC.

“This shows that it (the affordable housing block) is structurally safe.

“It had undergone stringent procedures before being awarded the CCC,” Jagdeep told a press conference at the Penang Wadda Gurdwara Sahib today.

He said the complaints from the buyers were basically on the finishing works.

“Like in any Sales and Purchase Agreement (SPA), there is a defect liability period for the developer to make good the defects.

“I have ordered the developer to repair the defects as soon as possible. I have also directed PDC to compile all the complaints lodged by the owners and also to monitor the progress.

“I urged the buyers to file their complaints officially to the developer so that it can address the problem.

“The developer must repair the defects within 30 days upon receiving the official complaint ,” he said.

Komtar assemblyman Teh Lai Heng said the state would not compromise the safety of the buyers.

“My service centre has received many complaints about the defects.

“I have also spoken to the developer pertaining to some major defects,” he said.

Buyer Tarlochan Kaur, 57, said she was heartbroken when she saw her affordable housing unit.

“We have been staying in a rented home, and this is the house that we bought.

“The doors to all the three bedrooms are damaged. The toilet bowl is so filthy that I feel the developer has to replace it.

“I have filed an official complaint two weeks ago,” the retiree said.

PDC deputy general manager Aziz Bakar said the corporation was in the process of compiling the complaints, and promised to monitor the situation closely.

Zubicon managing director Lim Beng Keong said the developer had received about 500 complaints from the buyers.

“We are a responsible developer. We urge the buyers to file the complaints to the management office and we will rectify the defects,” he said.

Penang affordable home onwers unhappy over defects

Some buyers of affordable homes along Jalan S.P. Chelliah here are most unhappy with the state of their new properties.

According to a report by The Star today, the owners of the new homes were confronted with “bust water pipes, unpainted bedroom doors, windows that cannot opened fully and water puddles in common areas”.

An owner named Chan told the daily that “water marks have formed on the wall and I can see water seepage”.

“The finishing near the windows leaves much to be desired.

“The common areas are another problem with water puddles and burst pipes,” Chan added.

Another owner known only as Lee said there “were leaking and burst pipes in her toilet”.

“My friend cheekily told me that it’s good feng shui to have a fountain in the toilet,” she said.

But one owner said he was satisfied with his unit.

“It’s now very difficult to get a 800 sq.ft. unit at RM200,000 in the city.

“I am very happy and have no problems,” he said.

The man also added that his friends, who also bought affordable housing units, shared that “some defects are normal”.

The homes are reported to be part of the state government’s affordable housing project managed by the Penang Development Corp (PDC).

Records show that PDC “awarded the tender to Zubicon Sdn Bhd to build 2,093 units of affordable housing known as Chelliah Park City”.

It comprises 770 low-medium cost units of 700 sq ft priced at RM72,500, 883 medium cost units of 800 sq ft priced at RM200,000, 165 units of 900 sq ft priced at RM300,000 and 275 units of 1,000 sq ft priced at RM400,000.

Zubicon managing director Lim Beng Keong told English language daily that “all unit owners would be serviced by its in-house team to rectify any defects”.

Meanwhile, State Housing Committee chairman Jagdeep Singh Deo said: “The contractor has to make good the defects. That’s the law.”
