Penang Bay International Ideas Competition receives huge response

The Penang Bay International Ideas Competition has received a total of 79 entries from participants in almost 20 countries.

The closing date was Oct 19 this year.

The competition that was open to architects, landscape architects and urban planners around the world was launched by Chief Minister Chow Kon Yeow on Aug 15 with the hope that the ideas put forth could be tapped by potential developers to transform Penang Bay.

State Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo said half of the submissions came from international participants which clearly demonstrates global interest in Penang.

“Website visitors from 79 countries had also downloaded the competition brief for more than 5,000 times. The competition brief can be obtained at https://penangbaycompetition.com.my/.

“The competition was also featured in an international architectural magazine — again highlighting strong interest in Penang Bay’s vision and concept from built environment players,” Jagdeep told a press conference at UAB Building in China Street Ghaut today.

Also present were Chief Minister Incorporated (CMI) deputy general manager S. Bharathi and Think City managing director Hamdan Abdul Majeed.

Jagdeep said, from the entries, 36 top finalists have been selected for the final round of judging by a Technical Committee.

“The committee comprises representatives from CMI, Think City, Penang Island City Council (MBPP), Seberang Perai City Council (MBSP), PLANMalaysia, World Bank, Cendana, and Reimagining City.

“The diverse backgrounds and perspectives from the committee members have provided a fair and balanced collective assessment in the selection of finalists.

“A seven-member jury comprising distinguished judges from the state officials, the Aga Khan Trust for Culture, United Nations (UN) Habitat, Global Development Incubator and the Malaysian Institute of Planners, and an independent landscape architect will now select the top three winners and five honourable mentions.

“The top three winners and five consolation winners of the competition would be announced in January next year.

“And the cash award for the top three winners are US$20,000, US$8,000 and US$4,000 respectively; while the five consolation winners will each get US$1,000,” he added.

Jagdeep said a new ‘People’s Favourite’ award category has also been introduced to select the submission with the highest number of public votes.

“The public can vote up to a maximum of three finalists from the 36 top finalists.

“The finalist with most votes will receive the ‘People’s Favourite’ award and the submission will be displayed among the winners as well.

“The public voting is now open on the competition website (https://penangbaycompetition.com.my/) and will end on Dec 31,” he added.

CMCO to end in Penang tomorrow except two sub-districts, EMCO only in target areas

The Penang Government had expressed its thanks to the National Security Council (MKN) Special Session on COVID-19 for considering the proposal made by the Penang State Security Special Committee (JKKNPP).

Chief Minister Chow Kon Yeow said JKKNPP on Dec 3 had made an application for the implementation of the Conditional Movement Control Order (CMCO) in the state only in targeted locations, namely, only affected mukim (sub-district) or locality.

“Through the announcement made by Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob this evening, the CMCO will only be extended to Mukim 12, southwest district and Mukim 13, northeast district from Dec 7 to 20.

“Meanwhile, the Enhanced Movement Control Order (EMCO) will be implemented involving two red zone localities, namely, flats in Persiaran Paya Terubong, Relau and Flat Desa Bistari Blocks A and B, Batu Uban,” he said in a statement today.

He said for the flats in Persiaran Paya Terubong, Relau, 10,000 individuals were expected to be listed  while the Flat Desa Bistari Blocks A and B, Batu Uban would involve 2,300 people.

Thus, Chow said the Penang Royal Malaysia Police (PDRM) would be responsible for implementing controls at the related locations with the assistance of the Malaysian Armed Forces (ATM), Malaysian Civil Defence Force (APM) and the Malaysian Volunteer Department (RELA).

“In addition, further standard operating procedures (SOP) regarding the implementation of the EMCO in both localities will be announced by the Penang MKN and PDRM in the near future.

“As proposed by the Penang State Health Department (JKNPP), there is a need for the implementation of EMCO in both localities to prevent the spread of COVID-19 among the local populace and not allowing a risk of transmission to the surrounding communities,” he said.

He said all residents in the EMCO localities were called upon to cooperate with the security forces and also the district health office (PKD) on duty.

Penang’s famous Gurney Drive will be getting a new landmark called “Gurney Walk” next year.

The project’s developer Plentitude Bhd is touting it to be “an invigorating social and cultural hub.”

While no investment figure for the project has been given, it is expected to boast 60,000 square feet of leasable space.

Gurney Walk will be directly connected to the 37-storey Ascott Gurney Penang, which will comprise 271 serviced residences.

Ascott Gurney Penang is taking over the space of the former The Gurney Resort Hotel and Residences.

It is currently undergoing renovation and refurbishment, and is slated to open in the third quarter of 2021.

“Gurney Walk is specially designed to cater to consumers with contemporary taste. Careful consideration and planning have gone into the use of space, to strike a balance between design and functionality.

“It is a place where people can break away from the mundane and come together to experience something truly refreshing or to be inspired. Needless to say, it’s going to be very Instagram-worthy,” Plenitude chief executive officer Tan Seng Chye said.

The ground floor of Gurney Walk will feature a wide-ranging and a mix of food and beverage and dining outlets.

Gurney Walk is said to have received considerable interest by potential tenants, with over 30% of net leasable areas within the development been taken up.

“We have received positive responses from prospective tenants, who are confident of the immense potential presented by Gurney Walk,” Tan said.

He said the retail space in Gurney Walk had been carefully curated to ensure a fresh and interesting trade mix.

Gurney Drive is currently home to two lifestyle shopping malls – Gurney Plaza and Gurney Paragon respectively.

Each features tenants which include international retail names and also engaged in food and beverage.

The Plenitude Group commands a diverse portfolio and track record of property development and hospitality-related business ventures, both locally and abroad.

They include The Marin in Penang, townships in Kedah and Johor, as well as nine hotel assets.
