Penang to offer 1,133 affordable homes under Rent-to-Own Scheme
The Penang government will offer 1,133 affordable housing units under its rent-to-own (RTO) scheme across five projects, with monthly payments starting from RM250. The units, which will be acquired by the Penang Housing Board (LPNPP), are expected to benefit between 4,000 and 5,000 people.
State Housing and Environment Committee chairman Datuk Seri S. Sundarajoo said the state remained committed to expanding access to affordable housing, including in constituencies represented by opposition assemblymen. He added that the government would continue to provide more units in areas with demand, including Teluk Air Tawar and Pinang Tunggal.
On restrictions governing the resale of affordable homes, Sundarajoo said units priced below RM300,000 are subject to a 10-year moratorium, while those priced at RM300,000 and above carry a five-year restriction. Owners facing urgent circumstances may appeal to LPNPP for permission to sell before the moratorium expires. If approval is granted, a 10% premium based on the selling price will be imposed.
He also revealed that the state had made 6,753 offers for Rumah MutiaraKu (RMKu) units over the past three years and two months. These comprised 1,865 Category A units, 797 Category B units, 3,839 Category C units and 252 Category D units, with prices ranging from RM42,000 to RM400,000.
Meanwhile, 350 RMKu B2 units will be provided under the Ujong Batu redevelopment project to accommodate 268 eligible original residents. The state is also seeking federal funding to construct 300 additional People’s Housing Project (PPR) units, comprising 180 units in Jelutong and 120 in Central Seberang Perai. The Jelutong project is expected to begin in mid-2027 and be completed by 2031.
Sundarajoo said PPR housing was intended for lower-income households, with the eligibility income threshold set at RM1,700. Rental rates for units under PPR and the state rental housing scheme start from RM90 per month.
