Penang’s next big logistics hub: PILA expected to begin operations in 2029
The Penang International Logistics Aeropark (PILA), a strategic joint venture between the Penang Development Corporation (PDC) and Malaysia Airports Holdings Berhad (MAHB), has officially secured approval for its Master Layout Planning Permission, marking a major milestone in strengthening Penang’s logistics and industrial ecosystem.
The project, which will introduce a new air cargo terminal at the Penang International Airport precinct, is set to play a key role in enhancing the Northern Region’s logistics capabilities while supporting the continued expansion of Penang’s industrial sector, particularly the fast-growing semiconductor and electrical & electronics (E&E) industries.
Following the approval, PDC has commenced earthworks and ground treatment works at the site. The first phase of the new air cargo warehouse, which will carry Free Commercial Zone status, is expected to be completed and begin operations by 2029.
Once fully developed, PILA is projected to handle cargo capacity of up to 500,000 tonnes annually by 2050, supported by more than 2 million sq ft of warehouse space. For its first phase alone, the new cargo warehouse is expected to provide an additional 100,000 tonnes of annual cargo handling capacity, significantly boosting Penang’s air freight capabilities.
The project is seen as a crucial infrastructure component to meet the future logistics demands of Penang’s semiconductor and E&E industries, aligning closely with the state’s broader development agenda under Penang2030 Vision, the Penang State Structure Plan 2030, and the ongoing expansion of the Penang International Airport.
Beyond its role in cargo handling, PILA is expected to enhance Penang’s position as a high-value manufacturing and supply chain hub in the region, offering seamless connectivity for global exporters and logistics operators serving the state’s industrial parks.
A launch ceremony for PILA is currently being actively planned, with the project already receiving leasing commitments from international logistics companies as well as local industry players. The official launch is expected to be officiated by Prime Minister Anwar Ibrahim, underscoring the project’s national strategic significance.
