Island Medical City, a proposed RM2 billion medical facilities development by Island Hospital in Penang. Located along Peel Avenue, this development will focus on medical tourism that has a projection of a 30 per cent annual growth.

This will be the first-of-its-kind medical hub in Malaysia and it will have the most advanced tertiary care facility with multiple specialities including oncology, orthopaedics, neurosciences and geriatrics.

Long-term phases of the project will include constructing more medical suites, other ancillary facilities, and eventually expanding its capacity to 1,000 hospital beds.

Along with the expansion, the development plans for the site included the following:

  • Parcel 1: One block of 12-storey hospital with 2 level of basement carpark. An underground linkway will connect the new building to the existing hospital across the road.
  • Parcel 2 : One block of 36-storey medical suite (380 units) with multi-level car parking bays.
  • Parcel 3 : One block of 33-storey hotel with 440 bedrooms.

Sunway’s Sungai Ara housing scheme get green lights

sunway-hillsThe High Court here has ruled in favour of Sunway City (Penang) Sdn Bhd in a judicial review application and quashed the decision of the Penang Appeals Board which struck out the planning permission given to the property developer for a project in Sungai Ara.

Sunway City, which is the registered proprietor of a 32.7ha plot in Sungai Ara known as Lot 14345, filed the application on April 18 last year against the decision made by the board on Jan 27 last year.

It named the board, Penang Island City Council (MBPP) and owners of a neighbouring plot of land as first, second and third respondents respectively.

In his judgement, Justice Lim Chong Fong said the planning permission granted by the then Penang Municipal Council (MPPP) on Feb 21, 2012 in respect of Sunway City’s application to develop a gated and guarded housing scheme is confirmed and maintained.

He said the proposed development, comprising 600 landed and high-rise units with two clubhouses, was below the maximum density.

The zoning of Lot 14345 for general and low density housing was made under Pelan Dasar Perancangan dan Kawalan Pemajuan which was approved by the State Planning Committee (SPC) on July 16, 1996.

Lot 14345 is situated more than 76m above sea level and approximately 43% of the plot has a gradient exceeding 25 degrees.

Justice Lim said MPPP could process the developer’s application for the project without having to refer to the SPC as it came within Category Two of the SPC Guidelines for ‘special projects’.

“The SPC when approving the SPC Guidelines had decided that all applications for planning permission under Category One and Two are no longer required to be referred to the SPC in order to expedite consideration of the applications,” he said.

He also said Lot 14345 was a first grade land title land without restriction of land use, hence there is no necessity for an application for a change of land use to be made.

Justice Lim ordered the third respondent to pay costs of RM25,000 each to the developer and MBPP.

Christina Siew represented the developer while Charanjit Singh and Azlena Hashim appeared for the appeals board. Representing MBPP were Karin Lim, M. Murgan and Cyrus Lim while the third respondent was represented by Datuk Lakhbir Singh Chahl.

EIA report on Penang reclamation project on display

There was lukewarm response on the second day of the public display of the environment impact assessment (EIA) report for the proposed reclamation and dredging works for the Penang South Reclamation (PSR) project at two places where the report can be viewed.

Not many people turned up to view the report yesterday at Komtar and the Town Hall here which are among 12 places where it can be viewed until June 23.

Fifteen people registered for the viewing at Komtar’s Level Three until 2.40pm.

Some spent less than 10 minutes there to view the report’s three volumes while two spent 55 minutes.

At the Town Hall, only three people came to view the report until 3pm and all of them were journalists from different newspapers.

State Local Government, Traffic Management and Flood Mitigation Committee chairman Chow Kon Yeow said it was the norm to have slow response at the beginning of such displays.

“I would like to urge the public to attend the one-month public display which started on Wednesday and ends on June 23.

“This is part of the procedure for the processing of the EIA report required by the Department of Environment. The public may give their comments on the report,” he added.

Chow said the documents are also available online at the state government’s official portal (www.penang.gov.my), the DOE’s website (www.doe.gov.my) and also the consultant’s website (www.drnik.com.my).

State Welfare, Caring Society and Environment Committee chairman Phee Boon Poh said the public display was conducted by the DOE and the public could send in their written comments to the department by July 7.

Penang MCA chairman Datuk Tan Teik Cheng said the party will send a team for the public viewing as soon as possible.

“We are looking at sending at least 10 professionals to review the report before giving our feedback,” he said when contacted yesterday.

Besides Komtar and the Town Hall, the public can also view the report at the National Library in Kuala Lumpur, the DOE library in Putrajaya, Penang state library in Seberang Jaya, Seberang Prai Municipal Council office in Bukit Mertajam, south Seberang Prai land and district office in Sungai Jawi, Teluk Kumbar police station, Fishermen’s Service Centres in Gertak Sanggul and Permatang Damar Laut, and the state DOE offices in Kepala Batas and Bayan Lepas during office hours (Monday to Friday, 8am to 5pm).

The PSR project involves the reclamation of three man-made islands off the south coast of Penang island.
