RM17 billion approved for Bayan Lepas LRT and Pan Island Link 1
Penang government yesterday announced that a sum of RM17 billion from an estimated total cost of RM46 billion for the Penang Transport Master Plan (PTMP) project has been approved.
State Local Government, Traffic Management and Flood Mitigation Committee chairman Chow Kon Yeow said the RM17 billion cost included the Bayan Lepas Light Rail Transit (LRT) from Komtar and the Pan Island Link 1.
He also reiterated that the total cost of PTMP as proposed by its project delivery partner, SRS Consortium, was RM46 billion for the railway and highway which also included three major roads and an undersea tunnel project by Consortium Zenith Construction Sdn Bhd (CSZ).
He said based on the engineering consultant Halcrow’s study in 2011, the report only covered the conceptual studies, at an estimated cost of RM27 billion. There were no detailed studies undertaken.
“The state government had appointed SRS Consortium to implement the PTMP, and the consortium had proposed a cost of RM46 billion after they conducted feasibility study and preliminary engineering design,” he said.
He added that the cost has remained the same so far.
It was reported earlier this month that the Barisan Nasional strategic communications team had questioned the Penang government over the alleged increase of the PTMP cost from RM27 billion to RM46 billion, an increase of RM19 billion.
“What is approved for Phase 1 is less than RM27 billion. What have been approved and will be given the green light to start are the Bayan Lepas Light Rail Transit (LRT) and the Pan Island Link 1 projects, which are just about RM17 billion,” he told reporters here today.
He explained that the Environmental Impact Assessment (EIA) report for the Bayan Lepas LRT project had been submitted to the Department of Environment in May and is currently waiting for the Land Public Transport Commission’s (SPAD) conditional approval for public inspection.
As for the EIA report on the Pan Island Link, it is expected to be submitted by the end of July.
Chow hoped that SPAD which is currently working on the Northern Region Transport Master Plan, would provide the conditional approval for public inspection for the Bayan Lepas LRT project soon.

1. Federal wont approve any LRT plan or sea tunnel or 3rd bridge application for Penang, UNTIL they take back Penang ruling. Now they just playing delay in approval, keep saying you need submit this EIA assestment, that traffic report, kicking the ball to SPAD (also federal controlled).
2. Majority Penang ppl still super hardcore supporting DAP (well, maybe some ppl already fed-up and rather support BN or don’t go vote, but that is minority). So most likely Penang will taken by DAP in coming election again.
So…….still stuck…..no development……DAP only can keep selling land to raise fund…..but how much can you raise ?

I prefer taking motorbike. Taking motorbike will be cheaper than you taking LRT.
Damn.. after close to 10 years of administration,, our once beloved state gov not even able to improve on public transportation,, let alone the LRT… I Give Up.

RM 17 billion for 2.5 million penangites, average RM 6800 per person. Interest cost @3% is RM 204 per year per person, RM 17 per month per person….

Good urban planning ensures sustainable development. It’s easy to just launch and execute a mega project (coupled with policies with hidden agenda) without thinking about long term impact to the environment like what happened in other cities…

Well, like I said, it’s not blocking traffic at all. Even if someone parks there whole day, it’s fine. No suffering for anyone at all, and I got a fine for it just because of the yellow line. There are thousands of such space in Penang, whereby thousands of additional parking spots could be created in downtown Penang for the benefit of road users, but with a brainless state admin, things are not going anywhere I’m afraid.
Now, Penang gov is not in good terms with the work minister, don’t hope too much lah !!!

Work on the alternative road linking Lebuhraya Thean Teik in Bandar Baru Air Itam to Lebuh Bukit Jambul in Penang is progressing on schedule.
The 6km-long paired road via Jalan Bukit Kukus is 27.5% complete, said state Local Government, Traffic Management and Flood Mitigation Committee chairman Chow Kon Yeow.

Ai Yo, our state will just know how to sweat on the petty stuff. I was expecting the state would at least done something on the public transportation such as frequent feeder bus system in the FIZ so that normal kilang folks will not have to drive their own to the work place.. But state will just find way to blame BN for not approving this and that.. No self reflection whatsoever.

personally, I don’t like to parking illegal. If I parking Illegal and get summon, I will accept it instead of trying to say something like this. I just got a summon in melaka due to illegal parking, and totally not blocked other. But illegal is illegal, I am happy to receive the summon.

Well, I was born and bred in Penang, I love Penang, used to be proud of Penang. I voted for DAP in the previous 2 elections, but started to regret since sometime ago because the administrators are mostly brainless, always ready to start a fight with whoever criticised them, and things certainly don’t look like turning for the better (if not worse).
Go to other place? Why should I? Why should I let an outsider CM who behaves like a hooligan stay while I “go to other place”. The hooligan should go instead. Go back to wherever jungle he’s from.

Please be specific which road? Do you know there are two type of roads, one under Federal Goverment management, another one under state government.
Federal road example : Jalan Tun Dr Awang, Jalan Tun Lim Chong Eu, Jalan Paya Terubong, Jalan Dato Ismail Hashim….
You not satisfy which those roads condition, please complain to your beloved BN federal government.

Now that PH became the federal government, these infrastructure projects will most likely be able to start development sooner than we think.
A year ago before election people start giving negative comments. With the new government formed, with all the plans, Northern part of Penang surely will boom in the near future.
With PH as the Federal Gov, LRT should commence soon. It will be a Project in which people of Penang had been waiting for years. CM Chan KY – please get moving this Project immediately.

Where got time to talk about fund allocation for penang LRT???? Just making phone calls to MACC to ask them to raid here raid there already hand also swollen already. So many raids all over the country, it’s starting to sound fun!!!! Hahahaha!!!
LRT is a must for tourism to do even better
If I am not mistaken, no fund required from Federal Gov for Penang LRT. It is funded by land swap [i.e. reclamation of 3 islands]. With so many mega projects derailed, Gov has to pump prime the construction industry. Penang LRT is in an advance stage of commencing although awaiting EIA approval. Trust that it will commence soon and it will have a big benefits to Penang construction industry.

I would think the Penang state should start the PIL first as it may take 6-7 years to complete.
Comparing to LRT stations which may take 10 or more years to complete considering the Tanjung Tokong station right to downsouth to the reclaimed island.Reclamation may take 2 years for the soil to settle down.
If PIL can kick off first, then this will alleviate the traffic congestion for those who has to travel between Bayan Lepas and Tanjung Tokong.
